The AOC OIG promotes efficiency and effectiveness to deter and prevent fraud, waste and abuse in AOC operations and programs. We do this through value-added, transparent and independent audits, evaluations and investigations. We strive to positively impact the Agency and the tax payer while keeping Congress informed.
The Follow Up Division (FLD) conducts independent and objective evaluations of corrective actions and remedies implemented by AOC management to address previous findings from AOC OIG audit, evaluations, and investigations. These evaluations assess whether the AOC’s remedies are complete, efficient, effective, and address the original condition. Results aim to provide insight on the impact of OIG’s work and AOC’s efforts to improve AOC operations. The Follow Up Evaluator will assist in developing, planning, leading, executing and coordinating follow up evaluations and program reviews to validate if AOC remedies to previous OIG recommendations adequately, efficiently and effectively address OIG findings.
Major Duties include:
Identifies the root cause of previous AOC OIG issues and findings; validates that corrective actions are implemented and completed; verifies that AOC actions and preventative measures taken on OIG recommendations adequately address the finding or deficiency.
Measures government operations and contractor performance and makes recommendations to continuously improve AOC programs. Coordinates with team members to conduct onsite and virtual visits to complete evaluation fieldwork.
Plans, coordinates, and conducts extensive research to identify trends and theme for evaluation projects which have significant impact on the AOC. Documents and analyzes results of the research. Identifies and meets with individuals both within and outside the AOC who may have information relating to the project topic. Reviews materials, existing data, and information on the program topic including GAO; OIG audits; investigations; inspections and evaluations; and/or other studies conducted within or outside the AOC; and pending or recently enacted regulations or legislation
Identifies existing database sources to draw upon comprehensive data relative to evaluation projects. Evaluates the strengths and weakness of the data sources used in the follow up process. Recommends changes to jurisdiction’s use of data.
Independently monitors activities, provides assistance, and ensures objectives of the project are being satisfactorily fulfilled within the desirable timeframe. Communicates assignments, milestones and deadlines to the team and individuals based on supervisor's instructions.
Recommends alternate courses of action and changes in schedule when targets cannot be met or objectives need to be modified and keeps AIG informed of significant evaluation developments and those matters that require consultation from management.
Performs objective reviews of government and contractor performance by gathering, analyzing, and interpreting data related to design, integration, and testing performed. Verify the adequacy, effectiveness, and compliance to the written statement of work, contract(s) and/or other governing directives.
Briefs and presents written reports to high level government officials in a clear, concise, timely and objective manner.
Participates in the review and development of findings and recommendations to management, which may include rationale for cancellation or significant changes in the scope of projects.
Plans, coordinates and schedules conferences for briefings and training of all follow-up participants. Provides comprehensive supporting documentation and background, such as, pertinent legislation, regulations and other information and materials relevant to the project.
Assists supervisor in maintaining the AOC OIG quality program which provides proofing, inspecting and evaluating reports, evidence, criteria, government, contractor and in-house programs and activities against policies and procedures.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as having experience: (1) Planning, organizing and implementing research, inspections, evaluations and program reviews; (2) Obtaining and analyzing data related to internal processes to identify opportunities for improvement; (3) Applying quality control methods, principles and practices including statistical analysis and sampling techniques; (4) Preparing comprehensive written materials on a wide range of program and management issues; and (5) Planning and organizing follow-up performance audits and/or inspections and evaluations.
The ideal candidate has knowledge and experience applying The Council of Inspectors General on Integrity and Efficiency (CIGIE) Standards for Evaluations, Investigations and Audits.
This position has promotion potential to the GS-14. A bachelor's degree or higher is required for all AOC positions at grade GS-14 and above. Advancement to the GS-14 is contingent upon possession or attainment of a bachelor's degree or higher from an accredited college or university.
