These positions serve as Division Directors for OVC's Tribal Division and Discretionary Program Division. The underlying management responsibilities of each Division are the same, but the subject matter or target population may differ according to the focus of the Division. Division assignments will be made based upon completion of the hiring process. Selected candidates will:

Serve as an OVC grants officer with full technical responsibility for grants administration, management, and oversight. Provide expert advice and guidance on grants management programs and policies.

Serve as the lead in planning and developing major crime victim-focused programs with national impact. Participate in the development and documentation of long-and short-range planning efforts. Review long-and-short-range plans, resource projections, priorities, justifications, etc. Make recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.

Directs the review of and establishes procedures for the receipt, review, and award of applications for funding, and the monitoring of awards to Federal, state and Tribal programs and recommends appropriate action to office leadership.

Develop strategies to enhance OVC program planning, assessment and performance management processes. Oversee a dynamic process to assess performance, determine if adjustments or changes in objectives or emphasis are needed in organization functions, and direct organizational or process changes.

Recommend or establish policy for agency management of services to the field, constituency concerns, and internal controls and procedures. Advise the OVC Director, Principal Deputy Director, and other Department of Justice officials, as requested, on all aspects of the Division activities. Collaborate with or provide input on cross cutting programs in which the office has an interest.

Manage programs and personnel within flexible parameters so that the demands of changing priorities may be met. Participate in making or make decisions to meet new priorities which cannot be predicted, for which resources must be reallocated, and for which reassignment of work is necessitated.

Prepare and contribute to reports and other presentations on program planning and evaluation. Identify and propose solutions to management problems which are of major importance to planning program direction. Prepare recommendations which impact the way in which planning is carried out.

Serve as an OVC representative or subject matter expert to various intra-agency committees and working groups for such activities as development of other bureaus' grant programs and other special committees at the discretion of the Director. Represent OVC/OJP and its positions at meetings and conferences with other Federal agencies, state and local units of government, public interest groups, consultant organizations and nonprofit organizations.

Supervise a group of employees performing work at the GS-15 level and below. Provide administrative and technical supervision necessary for accomplishing the work of the unit. Perform the administrative and human resource management functions relative to the staff supervised. Plan, schedule, and assign work to subordinates. Establish guidelines and performance expectations for staff members. Provide feedback and periodically evaluate employee performance. Provide advice, counsel, and instruction to staff members. Recommend or approve appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effect disciplinary measures as appropriate to the authority delegated in this area. Carry out Equal Employment Opportunity (EEO) policies and program activities.

Qualifications

MINIMUM QUALIFICATIONS:

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of experience include: Implementing and managing Federal grants and cooperative agreements related to victim services or other related specialized subject matter area(s), and providing grants-related services, such as directing and overseeing the administration, termination, and closeout of grants and/or grants assistance and agreement awards; managing a large-scale program related to victim services or other related specialized subject matter area(s); directing sensitive or highly complex negotiations or audits related to victim services or other related specialized subject matter area(s); and developing, implementing, and evaluating grants management program plans, strategies, and operations related to victim services or other related specialized subject matter area(s).

TECHNICAL QUALIFICATIONS

*Ability to meet and deal with others in performing supervisory or leader work.
*Knowledge of the laws, regulations, rules, policies, procedures, and methods governing various Federally-authorized crime victim assistance programs in addition to Federal grants, cooperative agreements, and awards.
*Ability to communicate effectively other than in writing in performing supervisory or leader work.
*Ability to analyze organizational and operational problems and develop solutions.
*Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
*Ability to communicate in writing in performing supervisory or leader work.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
