Duties

Help

This position is responsible for the administration of the Navy YSF programs. Major duties and responsibilities include program management, indoor and outdoor environments, interactions and relationships, supervision of children and youth, outreach, personnel management, and compliance.  These tasks are summarized below.

Program Management

Develops daily activity plans meeting in order to meet the Navy YSF core service area requirements. Develops and maintains a monthly calendar of all youth fitness and sports activities and events. Maintains appropriate records and reports of participation, payments, and permission slips.

Ensures the principles, administration, rules and regulations of the youth fitness and sports program are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organization.  Performs the duties as NAYS Chapter Director and ensures all coaches, officials and other related direct program support personnel are trained and have appropriate credentials.

Indoor/Outdoor Environment

Ensures space is available and adequate to meet all programming needs and is reflective of and inviting to program participants and spectators.  Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program.  Coordinates the field maintenance.

Maintains and secures the necessary supplies and equipment to support the programs and activities offered and ensures that all equipment and supplies are age-appropriate and in good condition.  Conducts inventories of supplies and equipment on a recurring basis and recommends replenishing those that are damaged, missing, or depleted.  Reports any unsafe equipment and/or environmental discrepancy to supervisor and removes items if applicable.  Reschedules or realigns any/all activities to ensure maximum safety and age appropriateness of venues offered.

Interactions and Relationships

Interacts professionally with employees, parents, volunteers and local installation command personnel.  Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees.  Establishes a program environment that sustains participant interest and promotes positive interactions between children, youth and adults. Ensures that appropriate sportsman-like conduct is maintained, via behavior modeling by CYP employees, volunteer coaches and other adult participants (i.e., team parents and referees).

Administers a Parent Education Program for sports

Supervision of Children and Youth

Provides care and supervision, oversight, and accountability for program participants in compliance with Navy YSF program and local policies, guidance, and standards.

Supervises youth fitness and sports activities and enforces rules and regulations concerning dress, conduct, and equipment and game rules.

Outreach

Publicizes upcoming YSF program events and activities and ensures that opportunities offered in the community are communicated and shared with families.

Assists in the development of a youth sponsorship program to identify and integrate dependent youth of DoN military personnel who are new to the installation to include outreach, newcomer orientation, and peer-to-peer opportunities.

Personnel Management

Supervises a staff of three or more typically comprised of:

  • Operations Clerk NF-0303-01;  GS-0303-02 

Works collaboratively with CYP Training Specialist(s) to identify training needs of employees, provide or make provisions for training to accomplish those needs, and assess application of training.

Compliance

Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards.

Assists with the development and provision of programs related to the core program areas outlined in the OPNAV and required by the DoN such as Boys and Girls Clubs of America (BGCA) or 4-H required programs.

Additional Responsibilities

In the absence of the Youth Director, incumbent may assume responsibilities and perform duties and requirements of the position under supervision of CYP Director with Oversight.

Assists in preparation of grant applications for additional funding.

Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidents of child abuse and neglect.

Performs other duties as assigned.

Qualifications

A qualified candidate possesses the following:

Knowledge of youth recreational sports and fitness concepts, theories and principles.

Knowledge of a variety of NAYS national standards as they apply to youth fitness and sports activities for children and youth.

Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.

Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a military YSF program, that enable the employee to plan and conduct a variety of enhanced activities and services.

Skill in planning and carrying out a military YSF program which meets, as fully as possible, the needs of the participating community.

Skill in effectively organizing and utilizing all available resources within the program framework.

Ability to supervise others.

Ability to lead, supervise, and interact with youth and teens, and the ability to safeguard and account for monies and other related YSF & Teen program resources.

Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders.

Ability to competently and independently carry out continuing YSF projects or programs through proper application of the principles, concepts, and techniques of youth sports and fitness to the specific needs of a military community.

Ability to maintain records and reports.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.

Three (3) years of full time experience working with children and/or youth (i.e., with 4-year degree; experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs) or a minimum of 1 year professional experience working with children or youth (i.e., with a graduate degree).

Education

A successful candidate must have one of the following:

A minimum of a 4-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate is preferred

OR

A Master's degree in a related field of study.

OR

Experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND 3 years of full time experience working with children and/or youth.

Note: If your degree has not been awarded and your'e qualifying based on a combination of education credits, you MUST also provide a copy of your HS Diploma or equivalent.

Candidate must meet the following conditions of employment:

Position is subject to special inoculation and immunization requirements as a condition of employment for working with children.  Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.

Pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.

Must complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or National Accreditation institutions used as part of DoD’s Child and Youth Programs.

Ability to sustain considerable walking, standing, bending and stooping, and lifting up to 40 pounds.

Pass all applicable records and background checks.

Incumbents must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, and a State Criminal History Repository (SCHR) check. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual’s care.
