Summary

Duties

Help

The incumbent will serve as a technical specialist on all matters relating to the management of the Foundation's FOIA and Privacy Act programs and responsibilities.

Duties include:

  • Processing FOIA and Privacy Act requests received by NSF.
  • Serving as an Initial Denial Authority for NSF whenever the agency denies requests in whole or in part for information sought under FOIA or the Privacy Act and is able to defend those decisions.
  • Providing technical guidance in connection with the Foundation's implementation of FOIA and Privacy Act and related statutes, regulations, and guidance; and providing advice to NSF staff, OGC, the CIO and others on FOIA and Privacy Act questions.
  • Preparing and providing technical guidance on the preparation of reports concerning the agency’s FOIA and Privacy Act activities.
  • Writing training materials and conducting staff training for new and current employees to ensure Foundation compliance with requirements, and soliciting feedback and incorporating recommendations for improving programs and training.
  • Supporting the establishment and maintenance of NSF websites that provide guidance to the public on the Foundation’s FOIA and Privacy programs.
  • Providing excellent customer service to stakeholders and conveying FOIA matters/issues verbally and in writing.
  • Working on multiple tasks at a time, often under tight deadlines.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-09 level, you must have at least one year of specialized experience equivalent to the federal service GS-07 level performing functions related to reviews of requested documents.  Examples of specialized experience include: performing intake, tracking, routine processing, basic reporting, and/or routine communications related to FOIA and Privacy Act requests; performing intake or processing of requests submitted through another type of document or information request system; processing documents for litigation, law enforcement, or other  information management purposes. OR

Possess a Master's or equivalent graduate degree. OR

Possess 2 full years of progressively higher level graduate education leading to a Master`s or equivalent graduate degree. OR

Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-11 levelyou must have at least one year of specialized experience equivalent to the federal service GS-09 level performing reviews of requested documents. Examples of specialized experience include: tracking, processing, reporting, or handling communications related to FOIA and Privacy Act requests and reviewing responsive documents for routine requests; processing requests submitted through another type of document or information request system and reviewing responsive documents for routine requests; reviewing documents for litigation, law enforcement, or other information management purposes; participating in the development of training materials related to FOIA and Privacy Act or another document request and review system; and answering non-routine questions or otherwise providing information to the public related to the FOIA or other document request submission process. OR

Possess a Ph.D. or equivalent doctoral degree. OR

Possess 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR

Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-12 levelyou must have at least one year of specialized experience equivalent to the federal service GS-11 level performing reviews and preparing productions of documents requested under FOIA and the Privacy Act . Examples of specialized experience include: having responsibility for the intake, tracking, and processing of FOIA and Privacy Act requests; conducting internal document searches for responsive documents; reviewing responsive documents for complex FOIA and Privacy Act requests, and preparing productions of documents to the public; preparing or reviewing legally required FOIA and Privacy Act reports; and developing training materials related to FOIA and Privacy Act and performing FOIA and Privacy Act training as needed. 

Education

Education may be substituted for experience as described in “Qualifications" at the GS-09 and GS-11 levels. If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 level.
