Duties

Help
  • Designs and conducts analytical studies of library automation needs. Serves on government-wide committees engaged in developing policies and standards for automated library information systems.
  • Determines feasibility/usefulness of new technology and services (e.g., microprocessors, software packages, telecommunications equipment; electronic storage media, online database services) to the requirements of the library/information network.
  • Is the technical expert in defining functional specifications for library automation projects to maintain state-of-the-art capabilities and to assure compatibility with and adherence to national library and DOD automation standards.
  • Is relied on to assure the accuracy of assumptions made by designers and developers, especially those who are non-librarians.
  • Provides expert technical assistance in determining the most effective automated approach to users, problems.
  • Develops, coordinates and monitors the ongoing evolution of the Library's integrated library system and other automation projects with system designers, analysts, programmers and library automation specialist of other Federal libraries
  • Coordinates procurement, testing and implementation of new systems and/or improvements to current systems.
  • Also acts as technical expert for telecommunications and networking capabilities to provide interfaces with other library systems and to expand access to NDU's systems to users at remote sites.
  • Provides technical advice in the analysis of functional activities within cooperating libraries, reviewing and evaluating both ongoing and proposed system capabilities.
  • Provides substantive advice on long-range planning and determines, and determines budgeting requirements for automated systems and services.
  • Prepares appropriate documentation to support funding for automated systems and services.
  • Coordinates cooperative funding efforts with other Federal agencies, developing interagency agreements on other implementing documentation as required, and interacts with officials of those agencies at decision-making levels.
  • Prepares functional specifications for new or ongoing software and hardware acquisition, development and maintenance contracts.
  • Evaluates vendor proposals, advising Contracting Officers as to their viability, cost effectiveness, and acceptability.
  • Reviews and evaluates vendor performance to ensure effective, efficient, and reliable software and optimum equipment performance
  • Develops complex testing procedures for new acquisitions and ensures that adequate testing is accomplished to support the evaluation and acceptance process.
  • Utilizes a high level of library technical and research skills to be aware of, trends as they will effect library automation. Serves as library representative to automation networks and user groups.
  • Designs and conducts training programs, briefings and demonstrations of hardware and software for library staff, library users, and various library/automation experts
  • Such experts, who come from, various parts of the United States and from foreign countries, contact the library to evaluate its systems for possible application at their own sites.
  • Determines the need for and directs the production of technical and administrative guides. Performs other duties as assigned.

Qualifications

Basic Requirement:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized experience is defined as:

  • Experience with administration of library automation systems
  • Experience troubleshooting library automation systems, access issues with databases and discovery layers.
  • Experience with administration of library electronic resources, A-Z lists, discovery services, and authentication methods.
  • Ability to create annual report of library usage statistics and brief leadership on findings.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
