Summary

This position is located in the Department of Veterans Affairs, Program Executive Director (PED) Electronic Health Record Modernization Integration Office (EHRM IO) where the incumbent serves as a Director of Program Integration. The incumbent is responsible for cross-organizational and cross-functional coordination of platforms, systems and programs across Agency stakeholders not limited to the VA and the Department of Defense (DoD) in support of the VA's EHR (Electronic Health Record) system.

Help

The Supervisory Program Manager (Director of Program Integration) responsibilities are highly complex in nature, are directly related to VA Health Program, specifically the VA's Electronic Health Record (EHR) System and requires coordination of Department levels communications to Members of Congress and their staff, White House and other Executive Branch officials and the Secretary of Veterans Affairs and other senior Department officials. The major duties of the position are as follows:

Major Duties:

  • Provides guidance on key issues, implications, and relationships to Members of Congress and their staff, and all internal and external stakeholders, including the Secretary of VA.
  • Maintains regular communications and cultivates relationships with Congressional and other intergovernmental office staff to provide insight, information, and intelligence to the PED.
  • Manages projects that often require input and assistance from other analysts and subject matter experts in fields appropriate to the subject.
  • Serves as project lead responsible for assigning segments of the program to various participants, coordinating the efforts of the work group, and consolidating findings into a completed product, i.e., evaluation report, proposed changes in policies, legislation or regulations, or recommended course of action.
  • Reviews, analyzes, and assesses overall program status, accomplishment of Congressional audit objectives and reporting on the status of various aspects of data sharing initiatives, projects conducted by staff members, support personnel, contractors, and other audit agencies.
  • Develops and coordinates new and recurring projects and defends special projects in briefings and meetings while providing updates and status to the PED/Deputy PED and VA executive leadership and in written testimonies and responses to Senate/Congressional inquiries.
  • Integrates disparate messaging inputs and ensures consistency across all congressional, acquisition oversight, and other internal platforms.
  • Plans, organizes, and executes audit and transformation projects and engagement with legislative liaisons within the VA and DoD.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: Experience drafting legislation, preparing testimony and briefing agency witnesses for congressional hearings, led multiple organizational components in creating narratives that support departmental goals; experience in writing policies for publications at an agency or national level, writing for professional journals, and technical reports used by Congress, agency directors or executive level leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required as the work requires some walking and light lifting. Coupled with the stress of tight deadlines and the critical nature of the work, the position requires someone who possesses stamina, resiliency, and the ability to concentrate on the work despite considerable distraction. Travel by car, plain, and/or train may be required up to 25% of the time.

Receiving Service Credit or Earning Annual Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
