Help

As a IT Specialist (Data Scientist), you will perform the following duties:

  • Serves as an IT Specialist (Data Scientist) to evaluate architectures, establish data use and standards, and improve the management of the climate, atmospheric, coastal, geophysical, and oceanic data archives and research information. For example, identify standardized data formats and metadata that better inform data users and automated processing.
  • Provides statistical analysis, planning & oversight to the design, development, implementation, monitoring & maintenance of system(s) used to support data management. For example, identifying and analyzing data pipelines which are then used to inform design decisions.
  • Analyze commercial cloud services, assist in the design & implementation of knowledge graphs, relational databases, and performs data access analysis design and implementation. For example, identify usage of knowledge graphs in improving data search results.
  • Apply critical thinking skills that allow data science solutions to describe & visualize business problems analytically. Evaluate & innovate to articulate various data science solutions in a meaningful way. For example, visualizing data workflow metrics to gain knowledge that is used for decision making.

Due to COVID-19, the agency is currently in an expanded telework posture. NOAA received notice of reintegration to occur on April 25, 2022.  As employees are permitted to return to the office, you will need to follow management’s guidelines on the expectation of reporting to the duty station listed on this announcement. You may be eligible to request to telework depending upon the terms of the agency’s telework policy.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

The full performance level of the position is ZP-4 or GS-14.

Qualifications

To qualify for the 2210 series:

IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level: 

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following

  • Conducts analyses using software and/or programming languages such as R, Python, SQL, or C/C++ to explore/group data, test hypotheses, predict outcomes, and inform decisions.
  • Create and manage an array of data design deliverables including data models, data diagrams, data flows and corresponding metadata.
  • Experience applying a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.

-OR-

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree.

-OR- a combination of education and experience.

CTAP applicants MUST submit the following documents:

  2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and

A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.  The categories are “gold”, “silver” and “bronze”.  However, your resume or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

  • Ability to work with other specialist to design software and hardware developments to analyze and store scientific information and resources collected from NOAA observing systems to gain knowledge of organizational platforms.
  • Ability to assist customers to define their information needs, provides advice for the appropriate data architecture, & conducts detailed analysis of the area’s mission against existing architectures.
  • Knowledge of cloud services and other IT technologies in order to integrate all required elements into functioning systems and subsystems.
  • Knowledge of advanced scientific techniques, theories, practices, and innovative product development.
  • Ability to develop methods and techniques to ensure efficient and effective data management.
  • Knowledge of emerging scientific computation system and advanced scientific programming.
