Serves as a principal advisor to the Special Agent-in-Charge with responsibility for directing a staff that maintains an overview of all field investigative operations. Provides guidance and advice to assigned OIG regional investigative offices on individual investigations, based on requests for assistance from field office staff or as determined. Provides technical guidance and direction by coordinating the staffs activities and, when necessary, reviewing their findings for adequacy of coverage and adherence to OIG investigative policy.
Monitors compliance of departmental operating administrations with established policies regarding referral of appropriate investigative matters to the OIG. Provides consultation and coordination with OIG and DOT officials in the resolution of special and potential problems, and in the identification of matters of national and regional significance which require the attention of management and program officials.
Briefs the PAIGI, DAIGI and/or SAC on the status of investigations and of significant developments in cases which present serious problems or are of special concern or interest.
Ensures that all work products that staff submits for headquarters review and or approval comply with investigative operating policies, procedures, and techniques. Ensures the quality (well written, organized and documented), accuracy, and timeliness of completed staff work, including consolidated reports of investigative findings and recommendations. Assists in ensuring that investigative regional offices make accurate, complete, and timely entries of investigative activities in the investigative case management system.
Compiles statistical and other data from the investigative case management system and/or other sources to assist senior management in the evaluation and ensuring proper allocation of investigative resources consistent with the goals established by the OIG and Department. Prepares spreadsheets, charts, graphs, and reports based on investigative and other data and information.
Develops and coordinates internal and external reports required by the IG Act, Departmental and Federal regulations, or in response to specific inquiries and requests, i.e., OIG Semiannual Report to Congress, periodic investigative activity reports, etc. Develops briefings, speeches, and/or position papers for presentation in high level briefings, executive correspondence, and other sensitive communications. Provides information to be used in the preparation of the Semiannual and other reports to Congress, 0MB, and the White House. Oversees the coordination of the receipt and processing of congressional inquiries of an investigative nature (i.e., those inquiries that request an investigation by OIG) assigned to OIG regional investigative offices.
Oversees compliance with the OIG Use of Force Policy, Firearms Policy, and, when necessary, serves as National Firearms Coordinator.
Oversees the monitoring of equipment and services needs in the regional offices and resolves those needs through the procurement and contracting processes and serves as the COR for multiple contracts. Further, oversees the provision of (1) required coordination with the Department of Justice (DOJ) and (2) support to the field regarding investigative databases including the National Crime Information Center (NCIC) operations and training.
Supervises the review and processing of OIG subpoena, electronic monitoring, undercover operation, and confidential funds requests for regional offices. Oversees the coordination and monitoring of all undercover operations in which OIG is involved.
Conducts liaison activities, including making formal and informal presentations, conducting training sessions, and leading and participating in meetings in order to enhance effective fraud detection and prevention as related to OIG's investigative program priority areas concerning contracts and grants administered or funded by the DOT. Such liaison activities are conducted with mid to high level officials from Federal and state law enforcement agencies, operating administrations, Federal and state DOTs, and private corporations and individuals.
Participates in the regional annual planning strategy consistent with the national plan and ensures compliance among regional and national plans.

MEDICAL REQUIREMENTS- The duties of this position in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying

You will be required to qualify and maintain qualification to carry and use government-owned firearms.
