The Transportation Specialist:

  • Provides support to the public and private sector for the development of various terminals and inland facilities which will add capacity in a smarter, more innovative approach.
  • Manages marine infrastructure initiatives that improve/enhance intermodal operations, planning, commercial-military transportation, logistics and terminal systems, and freight mobility in general. This includes providing oversight and direction to staff who manage specific projects under the program which include program management, environmental analysis and review processes, design and engineering, and construction.
  • Manages MARAD’s assistance to jurisdictions in the development of strategic infrastructure initiatives, master plans, financial plans, financing plans, etc. to ensure that these initiatives and plans provide benefit to the national transportation system.
  • Investigates the causes of congestion within supply chains as related to marine infrastructure including adjacent water and land access issues and recommends remedies thereto. Analyzes the planning procedures for proposed marine infrastructure, including channels, docks, piers, warehouses, cargo handling equipment and methods, rail and highway access routes, and information systems with a view to devising better means of expediting terminal throughput and improving productivity.
  • Contributes to the formulation of national policies, objectives, plans, and legislation to conduct programs for the development of marine infrastructure and congestion migration initiatives that effect supply chains, including requirements related to operations during national emergencies and preparedness training.
  • Consults with and furnishes technical information related to marine infrastructure requirements and advice to the Congress, federal agencies, private firms, state and local governments, and other entities. Provides technical assistance and advice for marine infrastructure development to countries and inter-governmental organizations; furnishes infrastructure information to industry and government agencies.

The ideal candidate will have direct experience in developing marine transportation policy, infrastructure programs, and outreach activities. The ideal candidate will also have experience in developing new innovative solutions for transportation challenges such as port congestion, analyzing project performance, and understanding alternative financing solutions.

  • PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency.  If selected, a one-year or two-year probationary period may be required.

  • FOR GOVERNMENT CANDIDATES:  Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in transportation policy, port infrastructure development, and outreach activities, specifically experience in working with port authorities, trade associations, and other Federal, state, and local agencies.
  • Experience developing innovative solutions to transportation challenges including developing strategies that will utilize current and emerging technologies to provide efficiencies to the supply chain.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Transportation-Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
  • External Awareness-Identifies and understands economic, political, and social trends that affect the organization.
  • Oral Communication-Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
  • Written Communication-Writes in a clear concise, organized and convincing manner for the intended audience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

REMOTE WORK: This position may be eligible for Remote Work.  Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement.  The difference in salary is determined by the locality pay in each location. TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
