Help

Please Note: First consideration will go to current permanent employees of Captain James A. Lovell Federal Health Care Center. Second consideration will then extend out to all other VA employees. Third consideration will then extend out to all other qualifying federal applicants.

Major Duties:

Plans, conducts and writes re ports of comprehensive Industrial Hygiene survey evaluations of work processes involving potential exposure to chemical, physical, and biological stressors, performs exposure monitoring, analyzes findings, and recommends corrective measures and controls. Performs, organizes and/or directs surveys and investigations in a wide variety of industrial and administrative facilities to determine nature and severity of hazards. Using standard chemical and physical sampling methodology, accumulates information, material required to conduct exposure monitoring, and laboratory analysis. Provides consultation and advice to activities in regards to occupational health and industrial hygiene issues. Develops new and revised guidance to the facility pertinent to new policy, procedures and/or new regulations. Assists the facility in complying with applicable VA or Navy instructions, USMC orders, DoD, federal, state and local laws and FHCC joint policy instructions. Access, use and maintain the Department of Defense Occupational and Environmental Health Readiness System (DOEHRS) database. Reviews plans and specifications of new and modified VA/Navy/Marine Corps facilities to ensure compliance with Unified Facilities Guide Specifications (UFGS) or VA guide specifications. Provides technical consultation to the JALFHCC Personal Protection Equipment (PPE) program, such as the respiratory protection program. Provides advice and direction to management relative to occupational health hazards.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:

  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
  • Certification from the American Board of Industrial Hygiene (ABIH).
Courses in the history or teaching of chemistry are not acceptable. All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

In addition to meeting the Basic Education Requirements you must meet the following specialized experience and/or education to qualify for this position at the GS-12 grade level.

Specialized Experience GS 12: At least one (1) year of specialized experience that equipped you with the knowledge, skills and abilities to perform successfully the duties of the Industrial Hygienist position, and that is typically in or related to the duties of this position. To be credible, specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Experience utilizing industrial hygiene concepts, principles and practices to conduct occupational health inspections of large and complex industrial operations. Experience interpreting and evaluating process and facility plans and specifications for occupational health hazard controls and compliance with relevant standards. Experience identifying occupational disease symptoms for investigating alleged or suspected occupational medical conditions in order to provide information required in processing claims for occupational injuries and/or diseases. Experience preparing and presenting training on a variety of industrial hygiene topics. Experience in the use of quantitative measurement techniques, for evaluating the magnitude of environmental/industrial hygiene hazards and their effects on health, wellbeing and efficiency.

There is no educational substitution for experience at this grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Investigations and surveys involve moderate physical exertion, including carrying equipment, climbing, standing, walking, and bending, using personal protective equipment and occasionally working in hot or cold areas, confined spaces, lead and asbestos containment work areas.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
