The Supervisory Biomedical Engineer (BME) for the Healthcare Technology Management/Biomedical Engineering unit reports to the Chief Engineer at the Harry S. Truman Veterans Affairs (HSTVA) Medical Center. The BME serves as a healthcare technology management (HTM) official for the HSTVA. Supervises subordinate Biomedical Engineers and the Supervisory Biomedical Equipment Support Specialist. The Biomedical Engineering Department, currently authorized at 15 staff consists of an Electronics Section with 3 technicians and a supervisor, a Biomed Section with 7 technicians and a supervisor, and an Engineering Section with a staff biomedical engineer, a TCF Biomedical Engineer, and the Supervisory Biomedical Engineer. .
The supervisory biomedical engineer is responsible for managing overall department resources, I.e., finance, space, equipment, supplies, and staffing at this highly complex, university-affiliated medical center.
Performs or oversees all Biomedical Engineering, BESS, and ET recruitment, orientation, duty assignments, workload balancing, performance management, and "people management" issues of all types in coordination with section supervisors.
The Supervisory Biomedical Engineer will have ongoing responsibility to support VISN biomedical engineering initiatives and may be assigned additional responsibilities by the Healthcare Technology Management (HTM) Program Office.
The range of supervisory responsibility includes development of performance standards and performance evaluations; recommendations for appointment; awards; advancements; and when appropriate, disciplinary actions and identification of continuing training needs, etc.
The Supervisory Biomedical Engineer is responsible for the financial management of budget resources allocated to support quality assurance and maintenance/management activities necessary to assure the facility medical equipment inventory is available for patient care activities.
The Supervisory Biomedical Engineer (clinical) is responsible for compliance and reporting of medical device, cyber security, and isolation for facilities under their management oversight.
Provides leadership and ensures that the quality of technical work can withstand regulatory, accreditation, and legal scrutiny.
Manages the medical equipment management program.
Ensures that medical equipment in the HSTVA is safe for patients and staff, reliable in its results, and experiences minimal downtime.
Exercises budgetary authority over the program and is responsible for managing all operating, personnel, and discretionary spending. Metrics of the program will be tracked and resource adjustments made to ensure optimal performance.
Ensures that requirements of The Joint Commission (TJC), LTCI, NFPA, FDA, VA/VHA, and many other regulatory bodies and institutions are met.
Provides leadership to ensure that high-quality customer service is provided to all clinical staff, including physicians, nurses and technologists as well as administrative staff and other service line technical staff.
Oversees the recall and alerts program for medical devices/systems. This specialized program is responsible for ensuring that medical technology identified in a VA patient safety alert/advisory or FDA recall is accurately accounted for and all required actions taken.
Active contributor to key technical and management workgroups in the organization locally, VISN-wide, and nationally.
Represents the Medical Center in meetings with manufacturers, vendors and their engineers in matters involving medical technology. Examples include potential modifications of medical devices, cyber-security related medical equipment concerns, equipment or service performance issues, manufacturing errors, and medical mishaps potentially caused by a vendor's equipment.
Develop the work performance specifications for medical device/system service contracts. Monitors the work of service contracts to assure that the work performance meets the needs of the HSTVA and conforms to the terms of the contract.
Interfaces with a number of services on solving problems related to both current and past contracts.
Participates in the Medical Center Equipment Committee. Provides accurate, balanced advice to management regarding decisions to be made for new acquisitions.
Plans for equipment acquisition and replacement, advising management on phasing and overall need. Develops and annually updates a 5-year plan for equipment acquisition. This requires anticipating the implementation of new technologies in diagnostic, therapeutic, analytic and imaging systems, as well as the projected reliability status of major medical systems currently installed
Advises the Facilities Management Service on construction impacts that are expected from acquisition of new medical devices/systems.
Provides project management, or oversees project management for the purchase, planning, construction design review, installation, and in-service training stages of major medical technology initiatives.

Qualifications
The qualifications of the Supervisory BME requires a minimum Completion of at least one year of experience equivalent to the GS-13 level
OR
be a Certified Clinical Engineer
AND
must fully meet the KSAs at that level.In addition to the experience required at the next lower level, the candidate must demonstrate all of the following KSAs
:i. Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.
ii. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management.
iii. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
iv. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
v. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
