Term - This is a one-year, full-time term position with the possibility of renewal for up to four total years. The position may also be noncompetitively converted to permanent status subject to agency funding and program requirements.
The Program Associate (PA) supports project assessment, mediation, and facilitation services for the John S. McCain III National Center for Environmental Conflict Resolution (National Center).
The PA supports the Director and Deputy Director on National Center programming and operational requirements, such as internal processes development, and liaises with the Udall Foundation Communications Program Manager on National Center communications activities such as report writing and case studies. The PA also provides planning, organizational, and facilitation support to the National Center's Climate Service Area.
Reporting to the Director of the National Center, the PA supports National Center projects by working with Project and Program Managers on case management assessment, contracting, client and stakeholder communications. meeting planning, and logistics. Services often are complex and contentious, requiring independent thought and coordination.
Major Duties and Responsibilities:
Under the supervision of the Director and the direction of Project or Program Managers, independently perform general information intake; support the management of the National Center's role in the contracting process for neutral 3rd party contractor selection; and support the management of the neutral 3rd party contract, often for multiple projects simultaneously.
With assistance and direction from Senior Program Associates, and often under the direction of Project or Program Managers, draft Scopes of Work (SOW) and prepare both routine and complex budgets for projects and programmatic efforts for review, editing, and approval by the Project or Program Managers. Budgets should reflect appropriate estimation of tasks, level of effort, timeliness, costs, and milestones.
Assist Project or Program Managers with case/conflict assessments by arranging interviews and summarizing the assessment interviews in order to draft findings and develop draft recommendations and reports.
Under the supervision of the Director and the direction of Project or Program Managers, plan and facilitate small group discussions and caucuses as part of National Center projects.
Summarize meeting discussions succinctly and accurately and provide such summaries in a timely manner as directed after meetings.
Manage logistics for large complex conflict resolution projects.
Accurately implement Federal and Udall Foundation policies related to records management, personnel policies, data base management, and project administration requirements.
Draft communications to be transmitted to contractors and project participants about meeting schedules, results, and follow up steps on a regular basis.
Effectively lead and serve on internal and external teams.
Enforce appropriate internal controls and ensure that programs adhere to the laws, rules, regulations, and policies of the Federal Government and the Udall Foundation.
Foster a mission-focused culture that reflects the Udall Foundation's values of Civility, Integrity, Consensus, Nonpartisanship, and Public Service.
Perform other duties as assigned.
The PA reports to the Director of the National Center and participates in all aspects of National Center program and staff activities. A significant (up to 25%) amount of travel may be required.
The PA position is equivalent to a GS-9 General Schedule position with a salary range beginning at $54,727 depending on experience, education, and duty station.
A remote duty station is required for the position. Relocation expenses are not authorized.

Qualifications
General Qualifications
Demonstrated experience with organizational, administrative, financial, or project coordination.
Demonstrated flexibility and ability to work independently, while also being capable of working collaboratively with a team to develop and carry out an overall program.
Excellent collaborative interpersonal skills.
Demonstrated ability to ensure administrative tasks and processes are completed in a timely manner.
Proficiency with databases, spreadsheets, research tools, and online collaboration tools.
Ability to develop and track project budgets.
Demonstrated excellence in both oral and written communication. (A writing sample is required.)
Technical Qualifications
At least a Bachelor's degree in a relevant discipline or equivalent experience; and
At least two (2) years' experience in environmental, natural resources, or land use law, science, policy, or planning related to complex public policy issues, and demonstrable experience assisting with environmental project management, public policy negotiations, collaborative processes, or consensus seeking processes; and
At least one (1) year of facilitation or conflict resolution experience or equivalent educational experience.

Bachelor's degree required.

Udall Parks in Focus® Program (Parks in Focus®).
Provide funding to the Native Nations Institute for Leadership, Management, and Policy (NNI) for research, education, and outreach on Native American and Alaska Native health care issues and Tribal public policy issues.
Provide funding to the Udall Center for Studies in Public Policy (Udall Center) to conduct policy research and outreach on the environment and related themes.
Provide funding through the Udall Center to The University of Arizona Libraries, Special Collections to serve as the repository for the papers of Morris K. Udall and Stewart L. Udall (Udall Archives) and other such public papers as may be appropriate and assure such papers' availability to the public.
