Duties

As the Video Preservation Specialist, you will:

  • Responsible for performing the digitization of a variety of videotape formats using tape playback decks and Smithsonian-approved capture software. 
  • Handle collection materials appropriately and carefully, ensuring no damage occurs during the digitization process. 
  • Ensure technical transfer metadata was successfully embedded into the files and delivers final preservation master files to SI staff in accordance with AVMPI’s workflows.
  • Performs periodic quality control checks on videotape decks to ensure they are in proper working order, and calibrates decks as needed.
  • Inspects technical elements (such as chroma, luma, and signal synchronization) of digitized video files and ensures that elements are within broadcast range.
  • Reviews the file for errors that may have been introduced during transfer and inspects all digital surrogates for compliance with AVMPI preservation standards. 
  • Organize workflow efficiently to maximize production and adhere to digitization workflow requirements, adjusting for special circumstances when necessary. 
  • Ensures files are ingested into the Smithsonian’s Digital Asset Management system (DAMS) within a timely manner and conducts integrity checks on the files ingested.

Qualifications

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience supporting digitization of various video formats for preservation, inspection and quality control of digitized video files; management of technical and structural metadata.
  • Experience overseeing software and hardware upgrades; preparation of documentation; and keeping abreast of video and related digitization technologies.


To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

  • Technical competency in the use of video digitization equipment (e.g., computers with customized hardware and software for capturing analog video at archival standards) and Windows (Windows 10) and Macintosh (OS 10.14 and above) operating systems to digitize historical and production video material (e.g., VHS, Betacam, U- matic).

  • Integrity by using applicable professional standards and established procedures and policies when taking actions and making decisions regarding audiovisual preservation.

  • Problem solving by creating relevant and creative options regarding QA/QC processes, generating viable options for identified problems, and using judgment in determining which decision should be supported and mandated by other teammates or persons at a higher level.
  • Self-management in the ability to prioritize work tasks to align with overall AVMPI goals and be accountable to perform the necessary actions to complete work.

  • Teamwork through the engagement of fellow staff to streamline processes and ensure that preservation and digitization tasks are completed within set timelines.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.
