The position serves as an Information Technology (IT) Project Manager providing support to the Project Management Office (PMO) within the Division of Information Systems (DIS) Security, Architecture, Policy and Plans Branch (SAPPB). The Project Manager is responsible for providing strategic planning, acquisition strategy, portfolio management, project planning, contract management, and performance measurement to ensure the alignment of appropriate and reasonable resources to support the Foundation's IT investments. The Project manager will plan and manage a large, complex portfolio of agency enterprise IT contracts and/or projects while working with internal and external stakeholders at all levels to define business and technical requirements, acquire services, develop and manage budgets, oversee delivery of services, and measure and report on performance.  

Specifically, the incumbent has primary programmatic responsibilities in one or more of the following major IT program areas:

  • Strategic Planning and Acquisition Strategy: Leads acquisition activities in support of NSF's IT initiatives including developing and executing acquisition strategies, developing solicitations and statements of work, and evaluating IT products and services.
  • Contract Management: Serves as contracting officer's representative (COR) for one or more IT contracts.  Administers contracts, oversees service delivery, and assists the contracting officer. 
  • Project and Portfolio Management: Plans and manages a large, complex portfolio of agency enterprise IT projects and/or contracts while working with internal and external stakeholders at all levels to define business and technical requirements, acquire services, develop and manage budgets, oversee delivery of services, and measure and report on performance.
  • Budget Formulation and Execution: Develops budget estimates for new initiatives and recommends the allocation of resources based on proposed costs and expenses. 
  • Capital Planning and Investment Control/IT Governance: Leads coordination of the agency's Capital Planning and Investment Control (CPIC) activities in support of the NSF Chief Information Officer (CIO).

Qualifications

To qualify at the GS-14 level you must possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience include: development and execution of acquisition strategies, contract management, project and portfolio management, capital planning and investment control, and/or budget formulation and execution in support of agency enterprise Information Technology (IT) operations.

In addition to meeting the competencies and the specialized experience requirements described above, this position has a selective factor(s).  Selective Factors are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job.

Selective Factors - Working in a Project Management Office (PMO) to support agency IT operations.  I have managed and monitored a portfolio of agency IT investments and contracts; overseen the development, analysis and management of organizational budgets, conducted budget and performance monitoring for contracts and investments, and led IT governance, compliance, and reporting related to IT management initiatives.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
