Summary

This position is located in the Office of Pipeline Safety, Standards & Rulemaking Division.  You will serve as a transportation specialist responsible for performing research, analytical and administration duties related to the development of regulatory changes and for providing advice and interpretation of regulations on pipeline transportation of natural gas and hazardous liquids.

Duties

Help

The Transportation Specialist (Regulations):

  • Develops rulemaking actions including amendments to pipeline safety regulations. Prepares supporting materials in connection with rulemaking including environmental and economic impact statements.
  • Prepares proposed and final rulemaking documents, including evaluation of public comments in accordance with office policy and objectives. Works with staff to develop factual information necessary to meet regulatory requirements and to prepare draft interpretations of pipeline safety regulations.
  • Maintains close relationships with pipeline personnel and legal staff to obtain input on proposed regulatory changes, PAC preparation and special permit support. Participates in various working groups to ensure that the Office is kept abreast of recommendations and activities that could have an impact on assigned programs.
  • Performs reviews and studies to analyze and evaluate the impact of new or proposed rules or processes on existing policies and processes. Conducts studies to determine if the Office should develop new and/or streamlined rules or procedures. Develops background information, compares current technology with current regulations, and reviews technical advice and other pertinent data to recommend possible regulatory changes.
  • Analyzes data on pipeline safety incidents including the cause of failure to identify regulatory deficiency and make recommendations for revisions to regulations. Assists in responding to external mandates including but not limited to safety recommendations from the National Transportation Safety Board.

The ideal candidate is a self-motivated individual with the ability to lead multi-disciplinary teams, and provide briefings to a wide audience range.  The ideal candidate also has a working knowledge of the federal regulatory process in relation to pipeline safety.  The ideal candidate demonstrates the ability to excel in in variations to work requirements and situations.

CONDITIONS OF EMPLOYMENT:

  • REMOTE WORK: This position is eligible for Remote Work.  Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location.   • DRUG TEST: If selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience assisting with the development of proposed and final rule making documents to include amendments of regulations and evaluation of public comments in accordance with policy and objectives; preparing support materials in connection with rule making including environmental and economical impact statements.
  • Experience in problem solving or investigative techniques in order to assist in developing critical analysis, to evaluate the facts relative to an inspection, investigation or other projects, to identify key elements of the problem under study, and to take or make recommendations supported by case documentation or research.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in administrative laws, policies, regulations, and precedents applicable to the administration of the Agency's mission, service organization goals, and the Agency's regulatory program
  • Experience with the performance of analytical, evaluative advisory work pertaining to the drafting of regulations concerning the pipeline transportation industry with regard to operations, economics, equity in industry practices, and the protection of the public interests.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Hazardous Materials - Knowledge of hazardous materials and waste and their uses, interactions, dangers, production, handling, storage, and disposal.
  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
