The duties of the Supervisory Social Worker - Emergency and Specialty Care in Social Work Service include but are not limited to:

Supervises eight (8) social work employees assigned to the ED and Specialty Care areas performing work at various GS levels and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, this includes providing direct services if needed to meet the mission of the area.

Participates in the recruitment of qualified social workers, to include interviewing, selection/hiring and orientation of new social work staff or staff re-assignment to another work area.

Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.

Works to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, Veteran, and patient satisfaction. Develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services.

Performs a wide range of services and provides technical assistance to state, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgement in the interpretation of trends and patterns, the application of guidelines, and the recommendation of program enhancements.

Provides education and consultation to VA staff, Veterans and their families, staff of non-VA organizations regarding social work practice, services provided by social workers, as well as the professional roles and responsibilities of social worker at CAVHS.

May serve as field instructor/preceptor to ensure social work student interns receive education and training consistent with clinical social work practice guidelines and protocols.

The advanced practice Social Worker Supervisor demonstrates an ability to expand clinical knowledge in the profession, provides consultation and guidance to colleagues, role model effective social work practice skills, teach or provide orientation to less experienced staff and develop innovations in practice interventions.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.

Preferred Experience:
  • At least 2 years of experience working in an Emergency Department or other medical social work setting
  • Prior experience in a supervisory/management role
  • Some experience working with suicidal/homicidal patients
  • Works well with others, using a team approach to meeting program or agency goals
  • Proficient in Microsoft Office (especially Word & Excel) and other software programs

Grade Determinations:
Supervisory Social Worker, GS-12
Experience and Education: The candidate must have one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Examples of creditable experience include but not limited to independently asses psychosocial functioning, facilitate treatment plan with interdisciplinary team, provide case management and care coordination, links patient with services, resources, and opportunities, conducts assessment of at-risk patient to identify immediate needs, provides interventions independently for patient and families/care giver, provide range of interventions and treatment modalities, and provide consultation to staff about psychosocial needs of patients. Resume must include hours per week for work experience credit.

Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

The full performance level of this vacancy is GS-12.
