Duties

Help
  • Provide regularly re-occurring contact with law enforcement and intelligence entities at the federal, state, tribal and local levels.
  • Share information with law enforcement entities regarding criminal activities and security issues at or within Bureau of Reclamation facilities or programs.
  • Conduct, coordinate and/or assist with, complex criminal, civil and administrative investigations related to the protection of persons, property and resources of the Bureau of Reclamation.
  • Presented findings to the United States Attorney's Office or other prosecutorial jurisdictions and provide continued support in the prosecution of offenders.
  • Provides advice and counsel to senior managers and program leaders, as well as managing partners and contractors on law enforcement and security matters
  • Manage, plan and coordinate law enforcement operations at large special events, protests, security operations or instances of civil disobedience.
  • Maintain relationships with law enforcement coordination groups and task forces such as Fusion Centers and Joint Terrorism Task Forces across multiple states.

  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require completion of a one year probationary period.
  • The incumbent may be eligible for Law Enforcement Availability Pay.
  • Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence . False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.

Qualifications

The Bureau of Land Management provides senior criminal investigators to the Bureau of Reclamation to oversee and manage Reclamation's law enforcement programs in each region. This is through and inter-agency agreement between the two bureaus. The California Great Basin Region is located in Sacramento, CA, and the Upper Colorado Basin Region is located in Salt Lake City, UT. Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Examples include, but are not limited to: Leading multi-state law enforcement operations or investigations focused on infrastructure protection; advising senior executive level managers or equivalents; interfacing and collaborating with Special Agents in Charge or Assistant Special Agents in Charge of various federal law enforcement entities such as the Federal Bureau of Investigation, Homeland Security Investigations, and the Federal Protective Service; interfacing and collaborating with various municipal, county, tribal, and state law enforcement leaders such as Chiefs of Police or Sheriffs; and managing critical incidents such as protests, natural disasters, or major criminal acts against infrastructure or visitors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the GS-13 and above grade levels.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.You must meet all qualification requirements within 30 days of the closing date of the announcement.

Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week.

2) You must have successfully completed a Criminal Investigator Training Program (CITP), at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. Proof of Completion / Certificate or Transcripts must be submitted as part of the application process.

Must successfully complete 40 hours of in-service training annually.

Physical Demands: Majority of work is primarily office oriented and may require travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities.

Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions.

This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
