This announcement provides the opportunity for a reassignment/promotion to the position of Deputy Assistant Inspector General (DAIG), Audit, located in Arlington, VA. This position is in the Office of Audit, Mission Operations program area and oversees the Transportation and Network Processing Directorates. This position is being advertised at the IGES Executive Band. The salary range for this position is $161,700.00 - $203,700.00.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

As a principal advisor to the Assistant Inspector General for Audit (AIGA), each DAIG, Audit is responsible for overseeing several directorates of auditors and evaluators. A primary function is to identify strategic risks and opportunities in the directorates and the corresponding Postal Service areas these directorates oversee. Other duties entail examining, evaluating, and verifying operating systems, procedures, internal controls, and recorded data of the U.S. Postal Service. DAIGs must have the ability to analyze large data sets to identify anomalies and trends indicative of potential risks and opportunities, as well as oversee overall project implementation to include generating audit findings and preparation of final audit reports. The DAIG must also have the ability to effectively manage a large geographically dispersed staff of professionals. The DAIG will also be responsible for creating and maintaining internal and external stakeholder relationships.

Areas of responsibility include, but are not limited to, the following:

  • Serves as principal advisor to the AIGA for all matters related to assigned directorates
  • Serves as a member of the OIG executive management team
  • Works with other executives and senior managers to plan and coordinate OIG activities to ensure effective and efficient use of resources and the delivery of quality services in meeting the OIG's mission
  • Ensures that appropriate functions and responsibilities are developed and executed for each directorate in accordance with regulatory standards and guidelines established for OIG
  • Provides the Office of Audit support for budget and contracting, audit policy, quality assurance, sampling methodologies, data analytics, automated audit documentation, and coordination within the OIG and across the IG community
  • Oversees all work and exercises total authority and responsibility associated with subordinate directorates
  • Plan, participate in or execute assigned audits and special projects
  • Perform risk analysis of functions and activities to determine the nature of operations and the adequacy of the system of internal control to achieve established objectives
  • Evaluate the adequacy of controls as they relate to each audit
  • Provide auditing and technical assistance for assigned areas
  • Manage and prioritize multiple assignments including all audits and projects
  • Work closely with Directors and Managers on risk assessment and audit planning
  • Review and monitor ongoing performance metrics for subordinate directorates
  • Present audit findings or other relevant information to Senior Executives on the effectiveness and adequacy of risk management, governance, and internal control procedures

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Must have at least eight (8) years of auditing experience that includes at least one (1) year at the senior-management level (e.g., GS-15 director supervising a team (or teams) of analytical professionals).
  • Knowledge of Government Auditing Standards.
  • Knowledge of financial and/or internal controls, systems, and/or processes.
  • Knowledge of contracting, human resources, and/or audit services functions.
  • Demonstrated experience in planning, performing and overseeing complex audits or evaluations of financial and/or internal controls, systems and/or processes.
  • Ability to think creatively and outside-the-box when addressing both strategic opportunities and challenges facing an organization.

DESIRABLE QUALIFICATIONS
  • Certification in one or more of the following: CPA, CIA, CGFM, CFE, CISA, CISM, CRISC, CGEIT, CISSP, etc.
  • Advanced degree in a related field of study, such as law, public administration, or business.

MANDATORY TECHNICAL REQUIREMENTS

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. You MUST address the Mandatory Technical Requirements, either in your resume or as a separate document, not to exceed 5 pages.
  • Demonstrated knowledge in risk identification, mitigation, and reporting.
  • Demonstrated knowledge of Government Auditing Standards.
  • Demonstrated experience applying project management disciplines and collaborating with senior leaders, stakeholders, and customers in the development, implementation and monitoring of internal controls, programs, or projects.
  • Superior oral and written communication skills, with an ability to articulate and present ideas clearly and concisely, as well as a strategic vision to both technical and non-technical audiences.
