Duties

Help
  • Supervises the Visitor Services Staff employees and directs the work of volunteer groups and youth groups.
  • Serves as the technical advisor and oversees the Visitor Services Staff employees throughout the Field Office, to include the Imperial Sand Dunes Recreational Area and a complex OHV Recreation Program.
  • Identifies training needs and provides and/or arranges for training, such as for Emergency Medical Technician (EMT) certification.
  • Hears or resolves employee complaints and issues minor disciplinary actions.
  • Provides recommendations to managers on recreation program needs, priorities, and strategic goals.
  • Develops and maintains working relationships with academic institutions, advisory boards, and other groups concerned with public land management.
  • Oversees the operation of public use sites, permit programs, concessionaire operations, and visitor facilities.
  • Reviews, recommends, and implements changes to recreation program policies, standards, methods, controls, and procedures.
  • Analyzes and evaluates services, projects, programs, and functions of Field Office Visitor Services Programs.

Qualifications

To qualify for the GS-11, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: leading groups and individual members through a natural resources based outdoor recreation program; analyzing and evaluating outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; leading employees such as Park Rangers, Maintenance Workers, Laborers, Contact Representatives and conducting or arranging for safety training of employees, including Emergency Medical Technician (EMT) certification; performing activities associated with recreation activity, recreation permit administration, interpretation, environmental education, safety education, accessibility, trail development; or other work which illustrates natural resources based outdoor recreation work in areas such as: Off-highway Vehicle Program Management, Outdoor Recreation Program Management, Search and Rescue Program Management, Wilderness, Wild and Scenic Rivers, National Monuments, National Parks, Outstanding Natural Areas, or another similar recreation area. -OR- Education: a directly related Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., which must have included at least one course in outdoor recreation. -OR- A combination of education and experience described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
