1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records system and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, NAF, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Field Training Detachments, Mobile Training Detachments, classroom, etc. where satisfactory arrangements cannot be made, seeks the assistance of Host Wing/Base Education and Training office or higher headquarters where no Wing/Base Education and Training Office exists. Through a planned training control program, ensures a balance of skills and skill levels within the Group's span of control.

2. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws. Ensures eligibility for reenrollment. Provides reenrollment recommendation to Host Wing/Based Education and Training OPR for approval/disapproval based on all requirements being met. Notifies the Force Development Flight in the event of a two time CDC failure. Provides guidance to Unit Training Manager in the assessment of options to be recommended to the Unit Commander. Reviews request for waiver of the two time CDC failure and provides recommendation to Wing Commander as the final waiver authority. Ensures the Wing Commander has accurate and complete information before any action is taken. Provides advice to subordinate unit personnel to ensure compliance with Group processes

3. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives. Responsible for the management of military and civilian formal school programs. Administers the "Air Force Training Course" (AFTC). Responsible to train personnel to instruct the AFTC as required. Advises in the coordination of wartime training requirements; guides OPRs in incorporating training into Group and/or unit exercises as required.

National Guard Membership is required.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 188th WG in a compatible military position in Air Force Specialty Code (AFSC) 3F2. Must become compatible in the AFSC within 12 months of appointment.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

GENERAL EXPERIENCE:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and

SPECIALIZED EXPERIENCE:
Must have at least 12 months experience equivalent to the GS-07. Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. KNOWLEDGE REQUIRED:
Incumbent must possess a knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers. Advises management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities. Must have sufficient knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data. Must possess ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof.

4. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods and procedures. Coordinates and disseminates training policy and program changes to supervisors and trainers. Advises Group staff and training activities with developing training programs, and recommends cost-effective methods to meet qualification and skill level upgrade requirements. Requests training support by identifying available resources, and coordinating with other sources. Collects and analyzes trend data and provides recommendations to supervisors. Briefs the Group Commander at least quarterly on the Status of Training (SOT). Group-level OPR for occupational surveys, training feedback, and external training evaluations. Provides guidance to supervisors on all CDC related manners. Validates, consolidates schools (Formal, Type 6 and Advance Distance Learning), advises Group staff in screening and prioritizing officer and enlisted school requirements. Establishes and maintains individual training files for Group staff in upgrade training.

5. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the AFTC, automated training record system, and Training Business Area (TBA). Schedules and conducts formal classroom instruction during the work-week. Develops educational and training objectives and measurement devices. Plans, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs. Troubleshoots system as needed and contacts uplink broadcast facility concerning difficulties with video/audio reception. Monitors broadcast in progress. Inventories and secures course material when received as directed and notifies appropriate agency of any material discrepancies. Returns materials or takes destruction actions as directed by authorizing agency. Receives certificates and distributes to applicable organizations. Completes reports as required. Performs as the Distance Learning Equipment Custodian to include computers, FAX and printers. Advertises and manages allocations for all courses to ensure allocations meet pre-requisite.

6. Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS). Collects, analyzes and monitors the overall accuracy and reliability of all training and education data entered into and maintained in automated system. Reviews transaction registers, automated products, RCCPDS error listing and purges to correct and identify errors for corrective action. Advises the commander, director of staff and/or directors of adverse trends and corrective action. Plans, organizes, leads and controls the Developmental Education Board and Reserve School Selection Board process for the Group's and subordinate unit's officers on an annual basis. Manages the developmental education board (Reserve Developmental Education Designation Board (RDEDB), Reserve School Selection Board (RSSB) and school selection for elite courses such as DIRMOBFOR (Director of Mobility Forces) and COMAFFOR (Commander of the Air Force component) selection processes for the Group commander. Provides advice to subordinate unit personnel (officers applying for school selection) on school selection packages. Establishes suspense for subordinate unit submissions and nominations. Reviews and assesses complete military personnel records of all school applicants extracting pertinent information for the nomination package, makes rack and stack recommendations for the commander based on military history and personnel records of applicants. Drafts and provides a written recommendation for the Group commander for his nomination to go forward.

Performs other duties as assigned.
