GEO is comprised of the Divisions of Atmospheric and Geospace Sciences (AGS); Earth Sciences (EAR); Ocean Sciences (OCE); Research Innovation, Synergies, and Education (RISE)-virtual; and the Office of Polar Programs (OPP).

The Directorate supports basic research that advances the frontiers of knowledge and drives technological innovation while improving our understanding of the many processes that affect the global environment. Specifically, GEO supports research into the role of the atmosphere, oceans, land, and cryosphere in planetary processes. Support is provided for interdisciplinary studies that contribute directly to national research priorities, and GEO also invests in a broad portfolio of facilities and research infrastructure. Lives are saved and property is preserved through better prediction and understanding of natural environmental hazards, such as earthquakes, tornados, hurricanes, tsunamis, drought, and solar storms, as well as other disruptive natural events.

GEO is advancing its efforts to integrate assessments of its investments into decision making, which raises the need for sophisticated e-business methods to collect and mine data from varied sources within and outside NSF.

Duties: The Directorate Data & Analytics Officer (DDAO) would be responsible for establishing and managing the directorate-wide data vision, governance, quality, architecture, and analytics. The DDAO’s duties would ensure that GEO maximizes the value of its data assets to fulfill the mission of the directorate and the Foundation.

Specific duties include the following:

  • Work closely with the GEO Senior Management team to address and provide advice on the ever-growing data resources and needs. The DDAO would enable GEO to utilize information to improve operational efficiency and support data-driven decision making and strategy setting.
  • Advise GEO executive leadership on the directorate’s data and analytic initiatives by applying a strong technical expertise in data science integrated with knowledge about NSF’s policies, IT infrastructure, and merit review systems.
  • Develop a GEO data and analytics vision and strategic plan. Develop data management policies and practices to ensure data is available, reliable, consistent, accessible, secure, and timely across the directorate to its mission and activities.
  • Oversee the directorate-wide data analytics working group, and foster a culture of data-driven decision making and data sharing within GEO. Promote the use of NSF data services within the directorate.
  • Serve as GEO advisor and liaison to relevant Foundation-wide working groups.
  • Foster and maintain partnerships with other NSF directorates to further develop NSF data products and services.
  • Establish a communications and interaction model to maintain regular engagement with GEO leadership and GEO divisions.
  • Serve in related capacities as needed and directed by the Deputy Assistant Director or Assistant Director.

Qualifications

Candidates must have a Ph.D. in a field of science or engineering covered by NSF, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position. You must identify the date that your degree was obtained.

This position is outside the competitive civil service.

You must meet eligibility and qualification requirements by the closing date of the announcement.

  1. Experience and knowledge in data science. Examples include: 1) Mathematical techniques to understand and interpret data. 2) Computational or programming techniques to create reusable and scalable solutions. 3) Interaction or visualization techniques to enable clarity in interpreting data and making decisions.
  2. Knowledge of management and organizational concepts, principles, practices, and techniques with expertise in project management and/or research administration.
  3. Experience using at least two data science tools or languages in academic or professional settings. Examples include: Tableau, Neo4J, or GIS, SQL with relational databases R, Python, SAS
  4. Ability to collaborate, communicate effectively and work productively with a diverse team, including the scientific community, peers, and co-workers at all levels.
  5. Experience in recognizing and presenting scientific-data trends, preferably related to areas covered by the Directorate for Geosciences (atmospheric, earth, ocean, and polar sciences).
