As a Supervisory Financial Management Analyst, you will perform the following duties:

  • Responsible for providing advice and guidance to management on financial management issues, developing and interpreting policies and procedures, conducting studies, analyses, and program reviews, coordinating special projects, and assisting OCFO Management in planning and managing financial activities.
  • Participates in the planning and directing of a comprehensive financial services program designed to identify and obtain the financial resources needed by the organization and to oversee the use of those resources. Works with officials nationwide to adjust plans and priorities in response to policy or program changes, or other important developments.
  • Manages the reconciliation of financial data between the business feeder systems and accounting system to ensure accuracy and proper reporting of financial data. Participates in forecasting trends in the availability and use of funds and consults with leadership in interpreting financial trends.  Collaborates with leadership in developing strategies to respond to critical financial management issues. Recommends financial strategies designed to respond to significant changes in program requirements or funding availability. Participates in developing the most cost-effective approach to program initiatives.
  • Directs and oversees the reconciliation of all transactions affecting revenue and cost of goods sold, unfilled customer orders and undelivered orders ensuring all transactions are accurately stated in the accounting system's general ledgers.  Coordinates and oversees the preparation and analysis of monthly financial reports for assigned programs. Monitors the review and analysis of trends relating to revenue, cost of goods sold, and gross margin. Directs the ad-hoc analysis, and review of data, as well as the preparation of specialized reports as requested by program or
    agency officials.  Directs and coordinates the identification, validation and reporting of worksheet adjustments to ensure budgetary and proprietary transactions are accurately stated in the accounting system.
  • Represents the Office of Financial Management on government wide committees and working groups and at conferences and meetings to exchange information, to address issues of importance to the program, and to keep abreast of trends and developments in the field.  Directly supervises a staff of supervisory financial management analysts and indirectly supervises a staff of financial management analysts and technicians in the delivery of the financial program goals and objectives.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to:

  • The work schedule duty station will be determined upon selection and will be located within the geographic area described.

The GS-15 salary range starts at $131,178.00 per year. Locality will be determined based on duty location.


To qualify for the GS-15, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience in financial management leadership; developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; evaluating budget policies; developing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.

  1. Knowledge of the principles, theories, and practices of budgeting, accounting, and financial management to develop and implement new or revised policies and procedures.
  2. Ability to apply analytical and evaluative techniques in order to assess, evaluate, and develop recommendations related to accounting and financial programs, policies, processes, and systems.
  3. Skill and ability in reviewing, analyzing, and interpreting financial management policies.
  4. Ability to lead a project team in managing financial activities.
  5. Skill in managing a system of internal controls intended to ensure compliance with accepted accounting standards and financial management practices.
  6. Skill in communicating orally and in writing.
  7. Ability to supervise subordinates, manage work assignments and analyze/evaluate job performance.
