Summary

This position is located in the Office of Housing/Single Family Homeownership Center (HOC)/Quality Assurance Division/Branch as assigned. The duty station will be a home-based worksite or other non-HUD owned space anywhere within Philadelphia's HOC, which encompasses the states of CT, DE, DC, ME, MD, MA, MI, NH, NJ, NY, OH, PA, RI, VT, VA, & WV.

Duties

Help

As a Senior Single Family Housing Specialist (QAD), you will:
- Act as HUD expert and advisor on the lender origination and servicing practices required for compliance with Title I and Title II, Fair Housing and RESPA.
- Prepare correspondence, technical back-up documentation, status reports, schedules and other information for referral to the Division Director and/or HUD Headquarters for action or implementation.
- Identify actions necessary for the correction of the lender's deficiencies, requiring compromise within the framework of risk management and cooperation between various Headquarters and field personnel.
- Represent the Department in negotiations with industry representatives when discussing alternatives necessary for compliance with program requirements.
- Investigate and gather evidence for use by either branch, Division and/or HUD Headquarters in administrative proceedings, civil cases, and criminal referrals.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing compliance monitoring through the evaluation of risk assessment of Federal Housing Administration Single-Family mortgage loans; AND
- As a member of a team or panel, providing results of the analysis of a lenders operations and determining if their operations and Quality Control program meets FHA requirements; AND
- Applying Federal Housing Administration compliance requirements on items such as quality control programs, credit reports, asset documents or appraisals; AND
- Reviewing Lender Self Reports for origination and servicing and determining the correct remedy when material errors are present.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

  • Pay will be determined based on the duty location of the position. Employees will receive the locality rate associated with the location of their home worksite. This is a 100% telework position, in which you may reside and work at a location within HUD's Philadelphia Homeownership Center jurisdiction. This includes anywhere in the District of Columbia or the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, or West Virginia.

CONDITIONS OF EMPLOYMENT:

  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
