Help

As a Public Health Technician, GS-0640-08, you will achieve and maintain Force Health Protection through planning, evaluating, and management principles related to epidemiological, operational, and occupational and public health programs. This includes occupational health, hearing conservation, reproductive health, bloodborne pathogens exposure control, communicable disease control, immunization, disease vector surveillance, disease/epidemiological surveillance, aircraft inspection, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine. The position occupant serves as a member of or advisor to management boards and committees, i.e., Occupational Safety Health Council, Aerospace Medical Council, Force Health Protective Working Group and wing leadership, regarding Force Health Protection.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Prior to Title 32 Excepted Service appointment, an applicant?s military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test
  • Prior to Title 32 Excepted Service appointment, an applicant?s military medical record must indicate Normal color vision as defined in AFI 48-123, Medical Examinations and Standards and Medical Standards Directory.

Qualifications

Military Grades: ENLISTED ONLY

GENERAL EXPERIENCE: Must have a validated understanding of the basic principles and concepts of the occupational series and grade. Experiences gained through military technical AFSC training schools (restricted to the one identified/allowed compatible AFSC) are included in the two year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience requirements. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for the ANG Public Health position.

Must have at least 24 months of experiences in performing public health program work and managing public health activities. Experienced in functions such as, routine food safety and defense inspection; sanitary evaluations; communicable disease control and disease intervention; occupational health; force health management activities, PHA cell, medical entomology programs and public health medical readiness programs. Knowledge is mandatory of basic biological and physical sciences; preventive medicine; fundamentals of microbiology; chemistry; anatomy; physiology; and pathology of the human body; terminology; limited paraprofessional examinations; medical entomology programs; food science and technology; food handler training; food and water safety and defense principles; food inspection; laboratory procedures; sanitary evaluations; public facility sanitation; prevention and control of foodborne; water-borne; and vector-borne diseases; communicable disease prevention and control; epidemiology; occupational health (including hearing conservation); medical readiness (including medical intelligence, deployment processing, and deployment surveillance); personnel management and administration; medical service organization and function; basic medical information management (including database management) and written and oral communication. Must have a practical understanding or specialized competencies in regard to the Occupational Health and Safety Administration (OSHA), Air Force Occupational Safety and Health (AFOSH) mandated occupational health education and training programs, and the applicable Department of Defense Instructions (DODI). Working knowledge of the OSHA and AFOSH mandated occupational health medical surveillance program. Skilled in conducting the Bioenvironmental Engineering (BEE) Industrial Hygiene Surveys; and understands when to direct the employee occupational health medical examinations (OHMEs). Skilled in tasks that involve implementing, managing, and/or overseeing the Defense Occupational and Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC) Hearing Conservation Program (HCP). Knowledgeable of the Air Force Reproductive Health Program. Experiences included the study and analysis of BEE Industrial Hygiene Survey data to determine chemical/workplace risks to fetal health. Skilled in executing OSHA/AFOSH principles, methods, and guidelines to evaluate the presence of reproductive and fetal risk factors. Competent in analyzing BEE Industrial Hygiene Survey data in order to identify personnel potentially at risk of exposure to blood and body fluids. Skilled in performing the PIMR ASIMS Hospital Employee Health Program (HEHP) database programs. Skilled in developing screening questionnaires that properly identified employees who are in a High-Risk and/or Exposure-Prone category, in accordance with current CDC definitions. Skilled in identifying immunization and testing requirements and duty limitations for High-Risk and/or Exposure-Prone personnel. Experienced in working the occupational injury/illness workplace incidents. Skilled in analyzing medical diagnoses findings to determine if an injury or illness occurred. Skilled in determining if injury or illness incidents are work-related and knowledgeable of the appropriate follow-up actions. Knowledgeable of the Community Health Program. Experiences may have included formulating strategies for the identification, control, prevention and elimination of communicable diseases. Competent in evaluating epidemiological and toxicological pathways. Experienced in developing and coordinating health risk assessment activities. Skilled in reviewing, implementing and/or executing current policies and guidance for routine and mandatory immunization requirements. Knowledgeable in deployment-specific immunizations. Experiences may have included the development of medical actions required as part of the base-level Smallpox and Anthrax teams and/or other biological warfare agent prevention programs. Skilled in the identification and providing referrals to allergist/health care providers for follow-up and skilled in completing record entries into the Vaccine Adverse Event Reporting System (VAERS) website database when necessary. Knowledgeable of the PIMR ASIMS Air Force Complete Immunization Tracking Application (AFCITA) database. Competent in working the Vector Borne Disease Surveillance Program. Skilled in researching information on vectors of local medical importance in coordination with regional health agencies. Competent in formulating, implementing, and recommending methods and educational strategies for the identification, control, and/or elimination of vector-borne illness with regional health agencies. Competent on how to coordinate with the USDA and US Customs Service to posit questions in regard to possible insect infestation of aircraft. Skilled in developing and executing the base Food Safety and Vulnerability Program. Capable in conducting inspections of food items received, stored, and served on all food facilities or public use facilities on base. Experiences involved interpreting significant findings and educates food facility supervisors on corrective actions and disposition. Skilled in developing, managing, and executing the base Food Safety and Vulnerability Program. Experienced in determining the frequency and conducts inspection of food items received, stored and served on all food facilities or public use facilities on base. Knowledgeable of the Defense Logistics Agency All Food and Drug Act (ALFOODACT) hazardous food program in regard to recalls and potential recalls of hazardous, tampered or suspected tampering of foods that are issued by the FDA, U.S. Department of Agriculture (USDA), U.S. Department of Commerce (USDC), Defense Supply center Philadelphia (DSCP), or other Government or non-Government agencies, as applicable in military accounts. Experiences included pre and post- deployment medical requirements for immunizations, blood serum, medication, personal protective equipment (PPE), and other preventive measures. Skilled in delivering pre and post-deployment medical intelligence briefings on potential health and environmental threats; prevention and control measures; and, Biological and Chemical Warfare threats.

Education

Education requirements - A High School Diploma with completed courses in biology, chemistry, and general science is required. College course work in health care administration, general science, biology, psychology, and chemistry is preferred. The successful completion of a full four-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position is desired.

Must have successfully completed the Air Force Public Health Apprentice course.

Must have successfully completed the Operational Entomology in-residence course.

Must have successfully completed the Center for Disease Control and Prevention Epidemiology course.

Must have a completed Hearing Conservation certification. Must pass a Reading Aloud Test as defined in AFI 48-123 and Medical Standards Directory.

ADDITIONAL CONDITIONS OF EMPLOYMENT: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Prior to Title 32 Excepted Service appointment, must possess a valid state driver's license to operate government motor vehicles, for the state in which the applicant/employee lives or is principally employed, in accordance with according to AFI 24-301, Vehicle Operations.

As a basis of continued Title 32 Excepted Service employment/appointment to the GS0640 position, the employee must have and maintain a current Network License according to must maintain local network access IAW AFI 17-1301, Cybersecurity Program Management and AFMAN 17-1301, Computer Security.

The Air Force Enlisted Reporting Identifier 9G100 IS NOT an authorized and allowed compatible military skill for the Dual Status Technician Public Health Technician. A military assignment to this Reporting Identifier position violates USC Title 32 Statutes in regard to the ANG Dual Status Technician Public Health position's specific military compatibility requirements - unit of assignment, military skill (AFSC), and rank.
