This position is located in the Office of the Inspector General (OIG), Principal Assistant Inspector General for Auditing & Evaluation, Assistant Inspector General for Information Technology Audits, Washington, DC. You will provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT security issues and make decisions or recommendations that significantly influence important IT security policies and programs within DOT. Duties include but are not limited to:
* Provide expert technical advice, guidance, and recommendations to management, other technical specialist, and non-technical personnel on critical IT issues; and make decisions or recommendations that significantly influence important DOT IT security policies and programs;
* Plan and conduct IT audits on DOT’s programs to determine economy, efficiency, effectiveness, and compliance with all applicable laws and regulations;
* Independently direct team members to perform all phase of audit work – from planning the audit, conducting the audit, and preparing the audit report – in accordance with generally accepted Government auditing standards;
* Train and direct the team members to conduct the survey, prepare the audit plan, provide technical guidance to lower level staff assigned to the audit; prepare and/or review the working papers;
* Develop/modify audit objectives, audit plans, guidelines, scope, methodology, staff requirements, and time schedules to meet project needs and ensure milestones are met;
* Conduct interviews, briefings, and entrance/exit conference with the auditee;
* Manage report preparation and ensure effectiveness of presentation, adequacy of supporting data, and conformance with policies and procedures including exit document, draft, and final reports; and
* Conduct comprehensive analysis of a variety of functions and operations in the area of information technology audits to include the application of advanced analytical and statistical methods and techniques.

SPECIALIZED EXPERIENCE:
GS-14: To qualify you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the federal service including the following: Experience providing expert technical advice and guidance regarding IT security issues; expert experience/knowledge conducting audits and/or assessments of IT programs and ensuring they are in compliance with FISMA requirements; expertise in developing and modifying project plans to meet needs and milestones; experience conducting interviews and briefings with senior officials and contractors, and expertise in conducting comprehensive analysis and studies requiring the application of advanced analytical and statistical methods and techniques; and experience preparing and/or reviewing written products such as final reports.
AND
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
