The Deputy Commissioner, Rehabilitation Services Administration (RSA), in consultation with the Commissioner and the Assistant Secretary:

  1. Serves as the Commissioner's chief advisor in the field of vocational rehabilitation (VR). Identifies and explains key issues affecting the delivery of VR services to persons with disabilities.
  2. Establishes program plans, setting overall program goals of RSA, and develops strategies to accomplish these goals. Makes substantial contributions to the implementation of the programs through feedback and recommendations concerning policies, procedures, and priorities to be employed in meeting program goals.
  3. Participates in the overall direction of RSA by providing the day-to-day managerial direction and supervision of assigned programs through program staff directors who in turn have delegated authority for carrying out their specific program assignments. Ensures that these delegated authorities are executed in accordance with applicable legislation and initiatives. Coordinates and provides direction to directors and managers with regard to the management priorities and program objectives to be achieved. Serves as an authoritative source for decisions and guidance concerning the formulation and establishment of operational policies.
  4. Oversees management service improvements within RSA through a comprehensive program of quality control measures that enhance the efficiency and effectiveness of operations. Develops evaluative measures for quality control operations as well as identifies corrective action proposals to reduce any errors; and initiates systems to improve the quality and productivity of control of RSA service delivery operations. Advises on the effective utilization of quality assurance resources and the most effective implementation of procedures and standards.
  5. Ensures, through a commitment to continuous improvement, that RSA most efficiently and effectively meets program goals and objectives and customer service expectations. Provides leadership in ensuring that RSA programs and initiatives support the Department’s goals and objectives.
  6. Assumes responsibility for critical issue identification within RSA. This involves oversight of RSA’s role in the development of annual budget and program priorities, directing RSA activities on planning and budget milestones, coordinating the design and implementation of strategic planning processes, and anticipating future issues of concern to the Commissioner.
  7. Oversees the development of policies and program plans for the implementation of Federal efforts in the rehabilitation of persons with disabilities. Approves policies, plans, and procedures for administration of RSA programs, goals, and objectives. Provides guidance and direction on fiscal, legal and audit processes, and their application in managing RSA programs and support services.
  8. Identifies RSA programs and initiatives that can be integrated with other Office of Special Education and Rehabilitative Services cross-component programs and initiatives in a collaborative process to ensure more effective application and use of financial resources and program linkages.
  9. Guides directors and managers in policy formulation, program planning, and legislative developments covering a variety of rehabilitation programs directed by RSA. Provides leadership by fostering the development of a common vision and direction and empowering staff to meet the challenges that have been established; provides clear direction and priorities; addresses difficult issues facing the organization; and builds effective teams that are committed to organizational goals. Supports directors, managers, and staff in incorporating vision, strategic thinking and planning, and elements of quality management into the full range of organization activities.
  10. Supports Equal Employment Opportunity objectives by demonstrating fairness in selection of employees, distribution of assignments, training, and promotion opportunities and in the encouragement and recognition of staff achievements.
  11. Oversees RSA monitoring activities to ensure compliance with Federal laws and ensures, through comprehensive technical assistance activities, States' implementation of these laws. Ensures the cost-effective development and use of management information systems and other technological resources that improve the accountability of agency operations.
  12. Maintains effective collaborative relationships with organizations representing persons with disabilities and families of persons with disabilities, as well as officials within the Department and other Federal and State agencies.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. MTQ 1: Demonstrated commitment to raising expectations and improving outcomes for persons with disabilities.

MTQ 2: Demonstrated experience in collaborating meaningfully and effectively with diverse stakeholders to improve outcomes for persons with disabilities.

MTQ 3: Demonstrated experience in leading/implementing programs/efforts designed to improve outcomes for persons with disabilities.

When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials.  The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education.  The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements.  Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience, and demonstrated executive level qualifications.  The Panel will review the resume, Mandatory Executive Core Qualifications, and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified will be referred to the selecting official for further consideration for the position.
