Provide accurate and timely data to include monthly meeting notes, weekly notes, data calls and assure project schedules are updated monthly.
Communicate and interact with both internal and external customers, stakeholders in sharing of lessons learned, process improvements and issue resolution as applicable.
Provide tactical leadership, problem solving and direction to Project Delivery Team members on project-specific issues; address issues at the lowest level and keep supervisory chain and customers informed in a timely manner.
Serve as the Senior Project Manager for execution of planning, design, construction and operation phases of various and diverse Civil Works or Military projects.
Ensure that assigned tasks, suspense's, and inquiries are responded to in accordance with identified suspense dates.
Distributes program funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Basic Requirement for Community Planner:
A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Basic Requirement for Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience is defined as: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Employing project management techniques to plan, estimate, budget and monitor costs to ensure that the Project Delivery Team delivers the project within the approved budget. (2) Coordinating the planning, design, cost engineering, construction, and environmental considerations for projects of considerable scope and complexity to obtain congressional authorization on contract award. (3) Providing expert project management for water resources, flood risk management, ecosystem and/or military international and interagency support projects of high dollar value of national priority, of environmental sensitivity, of extraordinary urgency, or having similar requirements. (4) Developing cost control accounts for projects using automated Information Systems and tools to ensure Earned Value Management principles are applied to the management and oversight of the project. (5) Using business skills and experience to negotiate with the Project Delivery Team, Resource Providers, and the customer to find mutually acceptable solutions and build consensus on the project.
