Help
  • Utilizes project data and budget information contained in feeder reports such as previous budget schedules, engineering justifications, design memorandum, performance reports, and various technical and procedural guides.
  • Initiates directives to other District elements to secure budget and statistical data relating to assigned projects.
  • Analyzes budget estimates and technical data received for reasonableness in relationship to the previous budget requirements and/or projected programs.
  • Reviews overall project requirements to ensure inclusion of all necessary networks.
  • Maintains records and monitors the progress of the planning, engineering, and construction effort for assigned project work.
  • Prepares reports reflecting monthly status of funds for distribution to responsible personnel.
  • Prepares and/or coordinates the submission of reports depicting scheduled and actual obligations and expenditures for the Project Review Board.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-9 grade level, you must have:
A. Specialized Experience: I have one year of specialized experience which includes monitoring budgets and assisting with budget estimates; retrieving current and historical financial data from computer systems; monitoring obligations, expenditures, and important milestones; utilizing financial and scheduling automated systems. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service, GS-07; OR
B. Education: Successful completion of a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if directly related to the position such as Business Administration, Budgeting/Financial Management, and Human Resource Management; OR
C. Combination of Education & Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

To qualify at the GS-11 grade level, you must have:
A. Specialized Experience: I have one year of specialized experience which includes developing, analyzing, and monitoring current and future project programs/budgets; performing the programmatic and budgetary duties; providing input and assistance in development of project schedules, cost estimates, resource needs, and other program and budgetary requirements; and utilizing financial and scheduling automated systems. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service, GS-09; OR
B. Education: Successful completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if if directly related to the position such as Business Administration, Budgeting/Financial Management, and Human Resource Management; OR
C. Combination of Education & Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12.
