Duties

Help

  • Participates and supports the CIO in the overall strategic planning, policy formulation and execution, project administration, budget development, customer support, acquisition and contractual activities.
  • Provides program/project management and system lifecycle development to include acquisition, modification, and enhancement of IT processes.
  • Responsible for the design, development, operation, and deployment of new information technology for IT hardware and software projects.
  • Provides technical assistance, conducts research, and provides guidance to the Chief Information Officer (CIO) on systems security.
  • Analyzes requirements and designs or conducts background studies, cost-benefit analyses and/or any other research to ensure end-product will meet customer needs.
  • Provides technical guidance, interpretation, and implementation oversight of applicable security policies, processes, and practices.
  • Participates and supports the CIO in planning, management, monitoring, and evaluation of IT assessments, contingency planning, and disaster recovery.

For the IT Specialist (PLCYPLN), GS-2210-14 position you must possess IT-related experience demonstrating each of the four competencies listed below:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
You must have IT-related experience demonstrating each of these four competencies on your resume, if you do not, you will be ineligible for further consideration.


SPECIALIZED EXPERIENCE FOR GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes demonstrated experience in accomplishing information systems project assignments that required a wide range of knowledge of hardware and software requirements and techniques pertinent to the position to be filled.

This experience is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches while advising management concerning major aspects of the IT environment. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

At this level your knowledge and experience must be sufficient to lead the efforts of an enterprise IT modernization plan; direct work assigned to a project team, review and refine final products prior to submission to management; coordinate policy dissemination, manage policy maintenance, and develop mechanisms to measure policy effectiveness and compliance.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
