Duties

Help

The EAC Portfolio Manager has primary programmatic responsibilities in one or more of the following major areas: oversees contracts for the procurement of evaluations; development of and execution of EAC's acquisition strategy; coordination of EAC's portfolio of evaluations and other activities; and development, analysis, and management of EAC's budget. To support EAC, the employee works with a multi-skilled staff of professionals who often work with teams to manage, coordinate, conduct, collaborate in, and/or manage evaluations and other studies of NSF investments in:

  • Fundamental science and engineering research. Most NSF funding supports basic research across all science and engineering disciplines and their interdisciplinary connections, including basic research about science, technology, engineering, and mathematics (STEM) education.
  • People. NSF helps train current and future scientists through a range of human capital development programs supporting students, post-docs and faculty through scholarships, fellowships, research experiences, early career awards, and so on.
  • Strategic and cross-cutting themes. NSF investments in research and people often address areas of national priority such as sustainability, innovation, and advanced manufacturing. 

Serves as the Contracting Officer's Representative (COR) for most EAC contracts used to procure mission-critical evaluation and evaluation support services.

Administers contracts, oversees service delivery, assists the contracting officer, monitors contractor performance and compliance with agency and Federal requirements

Performs contract financial management including monitoring planned versus actual costs, reviewing, and approving monthly financial reports and invoices, reviewing cost estimates, reconciling obligations and expenditures, and working with the Contractor to address any issues pertaining to cost such as cost overruns or invoice discrepancies

Leads agency programs and projects in support of the Agency Evaluation Officer. Plans and manages a large, complex portfolio of agency evaluation projects and/or contracts

Provides program and project management support for programs and projects, including developing plans and roadmaps, coordinating with NSF staff and contractor personnel to plan and execute work, and coordinating with other NSF Offices and Directorates

Oversees the development analysis and management of EAC's budget and oversees the preparation of EAC's annual budget request to OIA

Develops budget estimates for new initiatives; and recommends the allocation of resources based on proposed costs and expenses.

Analyzes the impacts of budgetary guidance from NSF management

Coordinates and develops strategic plans and approaches related to NSF's evaluative activities. Works with stakeholders at various levels to define business and technical requirements, translating and presenting complex technical information for non-technical audiences.

Develops and maintains effective working relationships with program stakeholders by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests

Works collaboratively with other team members to structure appropriate work processes and standardize procedures to support continuous improvement of EAC's operations

Evaluates the effectiveness of EAC's procedures and the consistency of their contributions to the accomplishment of organizational goals and objectives, and recommends change, as appropriate, to meet short and long-term strategic goals and objectives of the organization.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

For the GS-14, you must have one year of specialized experience equivalent to the GS-13 level in federal service managing a portfolio of projects or programs. Examples of experience includes: performing contract oversight functions, and administering contracts; developing and overseeing an organizational budget, and analyzing financial information;  evaluating operational processes/procedures and recommending solutions to improve efficiency and effectiveness; and performing strategic planning functions for an organization.

In addition to meeting the specialized experience requirement described above, all candidates must meet the following selective factor. 

Selective Factor:  I possess a current FAC-COR Level II certification or, have completed the FAC-COR Level II (40-hour) training course, and possess one year of experience in order to be certified. One year of relevant experience would include the following: Performing market research, writing statements of work or statements of objectives, drafting independent government cost estimates, reviewing contract deliverables, participating as a subject matter expert on a technical evaluation team.

Applicants must submit: 1) a FAC-COR Level II Certificate or 2) a training completion certificate for a Level II/ 40 hour COR course and identify the one year of experience on their application materials.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
