Summary

As a Biologist, you will perform the following duties:
Support the coordination of national marine mammal conservation and recovery programs on priority activities related to the recovery and health of North Atlantic right whales, other large whales, small cetaceans, and pinnipeds. Assist with implementing recovery and conservation actions for marine mammals pursuant to the MMPA and/or ESA. Support the Marine Mammal Health and Stranding Response Program.
Support the review and development of regulatory and non‐regulatory documents related to the conservation of marine mammals under the Marine Mammal Protection Act (MMPA), Endangered Species Act (ESA), and/or National Environmental Policy Act (NEPA).
Assist with monitoring and follow‐up on grants, contracts, and other agreements. Assist with information management and data review, including quality assurance/quality control. Assist with clearance and record keeping of agency documents, including collating and responding to public comments. Compile administrative records and responses to requests for information.
Support outreach and education activities related to marine mammal conservation and recovery, including leading development of and/or reviewing content for websites and preparation of annual or periodic reports.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov).

Due to COVID-19, the agency is currently in an expanded telework posture. NOAA received notice of reintegration to occur on April 25, 2022. As employees are permitted to return to the office, you will need to follow management’s guidelines on the expectation of reporting to the duty station listed on this announcement. You may be eligible to request to telework depending upon the terms of the agency’s telework policy.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-9. This position has no full performance potential.

Qualifications

To qualify for the 401 series:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
To qualify at the ZP-2 or GS-9 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:
Supporting a marine mammal conservation program; and
Preparing regulatory and/or non‐regulatory documents related to the conservation of wildlife.

SUBSTITUTION OF EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or
equivalent graduate degree.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
