Summary

You will serve as a technical writer for the Office of Pipeline Safety, Engineering and Research Division, located in the Pipeline and Hazardous Materials Safety Administration (PHMSA) and report to the Director. This position provides technical writing, communications, and editorial services in the development of a wide range of internal and external-facing communication materials, presentations, and technical products and tools related to the mission of OPS.

Duties

As a Technical Writer you will:

  • Provide Expert-level writing and editorial services for the Division, including tasks associated with pipeline safety agency actions, congressional reports, and policy statements.
  • Prepare and develop clear and factual responses to mandates and safety recommendations.
  • Coordinate with other writers and subject matter experts to develop factual information necessary to meet internal and external requests and express those thoughts clearly in all forms of communication.
  • Develop and maintain close relationships with engineering, research, and legal staff to obtain input on products.
  • Manage internal and external web content to ensure content to ensure content is well written, user friendly, updated and accurate. 

This position is perfect for career level Technical Writer who is looking for challenging assignments and is comfortable in a fast-paced work environment, detail-oriented, and has the ability to clearly communicate and convey technical and complex pipeline-related information and data for audiences with varied backgrounds.  As a Technical Writer, you will engage with all levels of the organization to develop and edit parts or all of various communication materials, including but not limited to, reports, technical documents, briefings, newsletters, talking points, presentations and graphics, testimony, and correspondence; and manage internal and external web content.  The ideal candidate would possess a Master’s degree in a scientific, technical, or social science related field with a minimum of 5 years of demonstrated experience in technical writing is preferable.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must  meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience resolving conflicts or discrepancies, so documents are produced in a uniform manner, and represent the best possible information; and interpreting literal and thematic pipeline safety related subject matter  to develop documents that communicate to a number of various audiences.
  • Experience tracking, writing, editing, and coordinating written and spoken communication materials used to represent the organization, including originating materials; editing documents prepared by others; developing presentations and graphics; and developing, posting, and managing internal and external web content.

To qualify for this position, you must meet one of the following Basic Requirements:

Undergraduate and Graduate Education:

Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.  ***NOTE: TRANSCRIPTS ARE REQUIRED even if you are a current federal employee.***

OR

Specialized Experience (for positions above GS-5):

Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

Manages and Organizes Information:  Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
