Summary

This position is located in the Office of Human Resources, Office of the Superintendent, United States Merchant Marine Academy, Maritime Administration (MARAD). This position is established to perform both technical and clerical human resources (HR) assistance work in support of the human resource management program at the Academy. On the basis of thorough familiarity with Academy departments, programs and staff, the employee contributes to the execution of all phases of the HR program.

Duties

Help

As a Human Resources Assistant (OA), you will:

  • Provide technical support and assistance to the Director, Office of Human Resources, and Human Resources Specialists who have overall program responsibilities.
  • Verify and enter vacancy and employee information using the (Workforce Transformation Tracking System) WTTS and Federal Personnel Payroll System (FPPS) system.
  • Process entrance on duty (EOD) packages and conduct new employee orientation including providing assistance regarding State and Federal tax forms.
  • Process benefit related forms: Thrift Savings Plan (TSP); Federal Employees Group Life Insurance (FEGLI); Retirement; and Federal Employee Health Benefits (FEHB).
  • Scan and upload documents into the electronic Official Personnel File (eOPF), maintain the file and related documents and others personnel documents.
  • Forward payroll documents and other materials as required. Maintain payroll and personnel documents and dispose of in accordance with OPM Records Management Schedule, DOT/OST/MARAD guidelines, and Privacy Act.

The ideal candidate should be a self-starter who can work under minimum supervision and pressure. The incumbent should have experience in Human Resources (HR) rules, procedures, and operations to conduct new employee onboarding/orientation, process HR forms, administer employee ID badges, and manage employee personnel records. The successful candidate should be knowledgeable to provide administrative assistance with recruitment vacancy packages and provide project level support to the HR Director.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:

To qualify for the GS-07, you must have at least one year of equal or equivalent experience equal to the GS-06, which includes: 

  • Experience providing administrative support in an organizations’ Human Resources Department.
  • Experience working with one or more HR Information Systems such as PeopleSoft or Applicant Tracking Systems (ATS).
  • Experience conducting electronic onboarding/ orientation, reviews HR/onboarding forms for accuracy and completeness and reconciles errors. Responsible for maintaining employee records electronically according to organizational policies and procedures.
  • Experience responding to customer inquiries by communicating factual and procedural information clearly, orally and in writing.
  • Experience administering and managing employee identification cards and photos and assists supervisor/ employees with timecard issues.
  • Experience using Microsoft Office Suite to create spreadsheets, correspondences, memoranda and reports. 

To qualify for the GS-08, you must have at least one year of equal or equivalent experience equal to the GS-07, which includes: 

  • Experience providing administrative support with an emphasis on Recruitment and Staffing.
  • Experience working with two or more Human Resources Information Systems (HRIS) such as Onboarding Systems, Applicant Tracking Systems (ATS), or PeopleSoft.
  • Experience serving as the Team Lead for onboarding new hires, experience with processing a wide range of HR transactions, and maintains employee personnel records electronically according to organizational policies and procedures.
  • Experience responding to customer inquiries by communicating factual and procedural information clearly, orally and in writing.
  • Experience researching HR policies and analyzes basic facts by drawing conclusions from Standard Operating Procedures (SOPs) or Employee Handbook.
  • Experience with Microsoft Office Suite to create spreadsheets, correspondences, memoranda and reports. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PROGRAM KNOWLEGE: Knowledge of skill in applying, an extensive body of HR rules, procedures, practices and operations sufficient to perform a wide variety of interrelated and/or non-standard HR actions and various Programs.

TECHNICIAL KNOWLEDGE: Ability to respond to HR actions that require tracking employee's history and/or applying pertinent technical references or procedures.

COMMUNICATION: Ability to communicate both orally and in writing with a diverse group of individuals.
