Duties

Help
  • Assists the State Property Management Specialist in managing real and personal property, and fleet programs.
  • Assists staff at all levels of the organization on their property management responsibilities. Works with the state/district/field office to develop space needs packages.
  • Assists lead property management specialist to conducts analyses, reviews, and studies to assist with space requirements based on projections in personnel and mission.
  • Assists lead property management specialist in drafting supporting documentation to develop office layouts and to ensure that space is used efficiently. Develops estimates of cost for renovations or acquisition of space.
  • Serve as point of contact for issues with General Services Administration (GSA) leased buildings, utilities, or services.
  • Inspects deliveries against receiving documents for accuracy and quality and stores/delivers item to appropriate office/storage space.
  • Assist the State Property Management Specialist in the acquisition, replacement, and disposal of the state?s motor vehicle fleet which includes road graders, trucks, sedans, etc.
  • Provide guidance to state/district/field office on fleet matters including equipment requirements, vehicle replacements, and maintenance.
  • Performs monthly/annual safety inspections and accident reports. Processes new fleet charge card applications and monitors misuse reports. Ensure work orders for maintenance and safety related items are properly completed.
  • Assists in planning, acquisition, management, inventory, utilization, and disposal of personal property including computer equipment, office equipment, cadastral surveying equipment, global positioning systems (GPS), etc.
  • Performs property reviews and oversees excess and personal property disposal. Ensures personal property accountability procedures are established and that accountability is maintained.
  • Maintains inventory control over large quantities of assets by utilizing the system of record and local racking systems.
  • Analyzes condition of surplus property to determine proper method of disposal. Responsible for transfer or disposal of assets that have been certified unserviceable, lost, stolen or damaged; and ensures records reflect change in status.
  • Serves as the Contracting Officer Representative and works directly with the building owner to resolve problems such as janitorial services, parking, heating, air, electricity, and security issues.

  • Incumbent will be required to attend Contracting Officer Representative (COR) training and receive certification (as soon as classes are made available). COR level will be determined by the supervisor.

To qualify for the GS-7 you must have one year of specialized experience equivalent to the GS-5 level. Examples of specialized experience may include: Coordinating annual property inventory. Managing the proper storage and maintenance of accountable property. Performing property disposal. Assisting/training other staff with infrequently performed administrative tasks. Maintaining automated supply databases, conduct local purchases, and maintaining accountable property and receipt documents. Initiating and reviewing reports for lost, damaged, or stolen property.
OR 1 full year (18 semester hours) of graduate education leading to a degree in business administration, real estate, accounting, or public administration. Qualifying coursework may include: property analysis, commercial property management, leases, marketing, supply management, or economics of property management.

To qualify for the GS-9 you must have one year of specialized experience equivalent to the GS-7 level. Examples of specialized experience may include: Ensuring accuracy of all personal property records and property documents. Initiating and reviewing reports for lost, damaged, or stolen property. Researching alternate sources for equipment procurement and conducting market research on product pricing and performance. Recommending actions to eliminate problems involved in delivering services to customers or in implementing policies. Identifying and rectifying asset management issues. Conducting occupant space utilization surveys to develop office layouts. Developing, conducting, and maintaining training and resource materials designed to assist staff with infrequently performed administrative tasks. OR A master's degree in business administration, real estate, accounting, or public administration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work requires sitting, standing, bending, walking, driving, and occasionally lifting and moving supplies and equipment weighing 75 pounds or more. May operate a variety of motor vehicles and forklifts.

Work Environment: Work is normally performed in an office or warehouse setting. May be required to be outdoors in unfavorable conditions to perform duties related to supply, property, warehouse, or fleet management. May require visits to field offices.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The official worksite is Sacramento, CA. The selectee will typically report to this duty location on a regular basis. The selectee may be allowed to telework with supervisor approval.
