Summary

As a Senior Procurement Law Attorney with the Contract and Acquisition Integrity Practice Group (CAIPG) at NASA Headquarters you will coordinate NASA's bid protest litigation and manage the legal operations of the Office of the General Counsel's (OGC) procurement law practice. You will report directly to the Associate General Counsel for Contract Law, collaborate with OGC attorneys throughout the Agency, and provide legal advice and support to clients throughout NASA.

Help
  • Leads the coordination and management of NASA's procurement disputes and litigation practice, to include Bid Protests, Contract Claims, and Federal Court Litigation.
  • Supports the NASA Office of General Counsel's (OGC) legal enterprise and is the Legal Operations point of integration for NASA OGC's geographically dispersed enterprise procurement law practice.
  • Provides strategic workforce management, focusing on Diversity, Equity, Inclusion and Accessibility (DEIA); legal knowledge management; and risk management.
  • Facilitates consistent agency-wide legal opinions and approaches within the Procurement Law Core Legal Function.
  • Integrates, coordinates, manages, and provides continuous legal and business operation improvements. Develops, implements, and administers an approach for assigning and prioritizing procurement law work across the agency and legal enterprise.
  • Develops, monitors, and manages enterprise-level law practice measurements/metrics for the Procurement Law Core Legal Function.
  • Evaluates and improves the quality and efficiency of agency-wide enterprise procurement law service delivery, optimizing talents of agency-wide OGC personnel. Monitors client satisfaction and health of relationships with clients.

Qualifications

Basic Requirements for all grade levels: Applicant must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court.

To qualify at the GS-15 level, you must meet the basic requirement for all grade levels. In addition, one of the following requirements must be satisfied:

To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Litigating and resolving bid protests, contract claims and other procurement disputes at the Government Accountability Office, Board of Contract Appeals, and the U.S. Court of Federal Claims;
  • Developing and implementing an agency's procurement and contract litigation process;
  • Managing the legal and business operations of a procurement law practice, to include risk management, strategic workforce management, and legal knowledge management;
  • Leading culture change in transforming a legal organization and integrating legal business operations including workforce, budget, communications, and Diversity, Equity, Inclusion and Accessibility (DEIA);
  • Leading diverse legal teams operating across broad legal functions and integrating best practices and prioritizing legal resources; enabling legal counsel on legal matters; providing litigation support to a variety of clients; and rendering actionable advice to senior legal and non-legal leaders.
OR
  • A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
