Summary

Reclamation is seeking a Reclamation Guide. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. This is an OPEN CONTINIOUS ANNOUNCEMENT and will remain open until Dec 27, 2022. The initial cut-off date for referral of eligible applications will be July 8, 2022. Applications will be accepted on an ongoing basis and referrals will be pulled as needed .

Duties

Help

Serves as a Reclamation Guide providing informational guided tours of Northern California Area Office facilities ( NCAO) .
- Conduct Tours for all ages, escort tours through dam, power plant and designated visitor areas.
- Responsible for safety and security of group and facility.
- Provide visitor Information/Public Relations.
- Performs a variety of verbal and written tasks to inform the public of NCAO operations and activities.
- Serves as the front line face of Reclamation to the public.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience/ or education requirement requirement - this information must be clearly supported in the resume.

To qualify at the GS-5, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-4 level in federal service having demonstrated experience involving oral presentation of historical, scientific, or program information for guided tours. You could otherwise qualify on the basis of Education having . If you have 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation, if required combination of specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This vacancy announcement allows substituting education for experience at the GS-5 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Additional information

Initial consideration will be given to candidates whose applications have been received before the first cut-off date. Qualification and/or time-in-grade requirements must be met for those applications submitted by the first cut-off date. July 8 2022, and then as needed by management. This position will be opened continuous for 6 months set to expire 12/27/22

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications and score at the category cut off on the initial phase, they will continue on to the second phase and will be given an interim score based on the applicant assessment questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the following Competencies: Customer Service, Interpersonal Skills, Oral Communication, and Technical Competence

Phase 2: Candidates who pass the first phase will review the resume Subject Matter Expert(s) will review and provide a score .

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
