Summary

This position is in the U.S. DOT, Pipeline & Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety, Inspector Training & Qualifications (TQ) Division. The Division provides nationwide training and technical assistance in support of the pipeline safety program. TQ develops & conducts professional course & seminars for Federal & State technical specialists in a mandatory curriculum annually, training over 5,000 pipeline safety participants in multiple courses & seminars.

The Management and Program Analyst:

  • Develops and manages the annual budget for TQ staff and Associate Instructor travel, all supply & equipment procurements, staff training requests, printing course material & regulation books, and training contracts.
  • Provides forecasts and makes recommendations to adjust program levels.
  • Oversees financial reports, monitors expenditures, review documents for accuracy and validity of need, identifying trends and problem areas. Provides advice and support to management personnel for best utilization and reprogramming of financial resources during the current year. Provides assistance in planning and formulation of future years' budgets for review by the Director.
  • Acts and performs duties as a Level 1 Contracting Officer’s Representative (COR) for existing and new contracts.
  • Tracks and reconciles all purchase card purchases. Acts as the Division’s purchase card holder. Oversees facility for equipment preventive maintenance/repair/service requests, vending and janitorial services.
  • Coordinates GSA Fleet Vehicle. Serves as the primary CASTLE Timekeeper reconciling office timesheets for final approval. Manages TQ Property Inventory/Excess oversight. Maintains property records and databases.
  • Performs complex assignments using the following software programs: CASTLE Timekeeping; Microsoft Excel, PowerPoint, Word, Access, Outlook; MS Teams; SharePoint; SAM.gov; National Archives and Records Administration (NARA); Blackboard Learns; Qualtrics; E2; etc.
  • Serves as an Analyst and advisor to management on the evaluation and effectiveness of training programs for the TQ Division. Uses an understanding of budgetary, human resources, and/or financial management principles.

The Ideal candidate at the GS-12 level will possess a Level 1 Contracting Officer Certification in addition to having a strong background in financial management, strong coordination skills and be able to communicate effectively with internal as well as external stakeholders.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience using software programs: Timekeeping Software such as CASTLE, Microsoft Office products, SharePoint, SAM.gov, and Travel Software such as E2 or similar timekeeping and travel software.
  • Experience providing support on organizational planning, policy and procedures, personnel management, contract development, financial management, program evaluation, work measurements, and automation.
  • Experience and understanding of budgetary, human resources, and/or financial management principles.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience analyzing complex issues and resolves problems in areas on strategic and organizational planning, policy and procedures, personnel management, contract development and oversight, financial management, program evaluation, work measurements, and automation.
  • Experience using software programs: CASTLE Timekeeping, Microsoft Office products, SharePoint, SAM.gov and E2 or similar timekeeping and travel software.
  • Experience planning, preparation, and analysis for both administrative and operational programs and control of fiscal and budgetary reports.

You cannot qualify on education at the GS-12 level; you must have experience.

  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
