Summary

The incumbent serves as Deputy Assistant Secretary for Acquisition, Grants, and Risk Management for the Office of Finance and Operations (DAS-OAGRM). The DAS-OAGRM develops, manages, and provides policy guidance and oversight of grants and acquisition, and enterprise risk management programs.

Duties

Help

The DAS-OAGRM provides leadership and direction to a workforce of approximately 120 federal employees in the administration of acquisitions, grants, and risk management. The executive will be responsible for the following duties and responsibilities:

  • Provide executive oversight of the discretionary and formula grants management policy, internal control assessment for grants, grants management training, pre and post single audit resolution, risk management, technical assistance and resolution coordination, and indirect cost negotiations.
  • Provide executive leadership for the continuous study, analysis, evaluation, and improvement of agency-wide acquisition activities. This includes directing the development, issuance and evaluation of agency administrative and operating instructions pertaining to acquisition management.  Directs agency acquisition planning process to ensure sound acquisition management practices.
  • Provide executive oversight of the agency’s contract operations including contract execution (solicitation, award, administration, and closeout activities).
  • Provide executive oversight of the development, implementation, and management of the agency’s indirect cost policy in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements under 2 CFR 200 and Federal Acquisition Regulations.
  • Provide executive oversight for the agency’s enterprise risk management activities and Office of Finance and Operations data analytics initiatives.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Unless you are currently under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible'. You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.


ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ 1: Knowledge and experience leading federal grants management programs at the agency level including developing and implementing agency-wide grants management policy, providing training, and assessing risks.

MTQ 2: Demonstrated expert knowledge of acquisition management, including laws, regulations, principles, and practices applicable to all phases of the contracting process.

MTQ 3: Highly skilled at relationship management in order to partner with employees and customers on identifying and implementing new business processes to improve outcomes.

When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials.  The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education.  The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements.  Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience, and demonstrated executive level qualifications.  The Panel will review the resume, Mandatory Executive Core Qualifications, and Mandatory Technical Qualifications to determine the best qualified candidates.  Candidates determined to be best qualified will be referred to the selecting official for further consideration for the position.
