Summary

This position is in the Office of Safety, Federal Highway Administration (FHWA), in Washington, DC. The incumbent leads and directs a multi-disciplinary team responsible for developing and implementing policies and programs and provide technical guidance for the strategic and tactical planning and coordination of safety programs affiliated initiatives. The incumbent is a member of the Office’s management team and assists Office Directors in management of office activities.

Help

As a Lead Transportation Specialist , you will:

  • Plan and direct activities of staff members. Provide leadership, coordination, coaching and guidance to team members.
    Develop strategies, methodologies, performance standards and noteworthy practices at the national, state, tribal, and local levels to improve road safety. Conduct reviews, evaluates the effectiveness of programs, strategies, and methodologies, and develops targets for measuring program implementation.
  • Track legislation, activities, and other Federal policies related to road safety and develops legislative proposals as warranted. Develop regulations and rulemaking in order to implement legislative changes, including coordinating with various partners, reviewing and commenting on legislative rulemaking proposals and briefings to high-level executives and upper management personnel.
  • Develop, evaluate, manage, and disseminate policy related to transportation safety programs, with emphasis on the area of technical expertise. Influence policies and programs at the national level through technical journals, presentations at national meetings, guidance documents, informational and training materials.
  • Monitor funds (General Operating Expenses and Program/Research funding) to ensure efficient use of funds allocated to the Office.
  • Prepare and coordinate annual training plans, taking into account employee and FHWA goals. Develops initiatives to improve the quality of Office operations and use of human resources (e.g., workforce diversity, career development and mentoring).
  • Provide technical and administrative leadership through consultation, guidance, advisory services to FHWA Headquarters and field offices, state and local highway agencies, and others to resolve issues and advance road safety goals. Furnish technical advice to Congressional committees and staffs, other Federal agencies, and private entities on matters associated with transportation safety. Acts as a liaison to experts in other United States Department of Transportation (DOT) operating administrations and organizations.

The ideal candidate for this position is an experienced career professional who is collaborative, mission focused, has an excellent skill set in leading/working with employees, and has experience in providing policy guidance at a program level. This position requires strong negotiation and communication skills to coordinate/interact with Headquarters’ program offices, other USDOT modes, and transportation related agencies and associations.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.

For the GS-15:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-14 grade levelwhich included:

• Experience managing and developing transportation policies and programs AND;
• Experience developing and sustaining partnerships and communicating/coordinating with stakeholders both inside and outside of your organization.

You cannot substitute education at this level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Leadership and Management Issues
  2. Knowledge of Policy Management
  3. Knowledge of Organizational Performance Analysis
  4. Knowledge of Highway Safety Programs
