GSA IT enables the GSA mission by delivering innovative, collaborative, and valuable IT products and services to our customers. GSA IT provides the workforce with technology solutions to improve capabilities, productivity, mobility, and agility. GSA IT solutions include development and operations of GSA applications and systems, laptops, mobile devices, collaborative cloud-based software, training, and technical support. GSA IT ensures GSA and Federal information security, and privacy requirements are implemented agency wide.

The Chief Technology Officer (CTO) position ​is an SES limited-term positon located within GSA IT and ​​reports to the Chief Information Officer​ of the ​General Services Administration (GSA).​ ​The CTO is responsible for​: 

  • Management​ and ​development of GSA's enterprise-wide technology strategies. 
  • Overseeing the development of new technology and Agency adoption of emerging and breakthrough technologies​.​
  • ​Increasing ​GSA ​capabilities to deliver digital services to ​staff and ​customers​.​
  • Fostering effective, timely, and ​appropriate ​methods to advance ​GSA ​mission ​performance ​through information technology​.
  • Serving as ​a ​principal advisor and consultant​, ​​collaborating across ​GSA ​senior executive leadership to advance the usability and usefulness of ​Agency ​technology products and services​.​

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.  
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Your resume must show possession of the Executive Core Qualifications (ECQs) listed below but must not address the ECQs through separate narrative responses.

You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below. Your resume should also corroborate your possession of the MTCs. Your supplemental MTC statement must be restricted to no more than one (1) page per MTC. Information beyond one page for each MTC will not be evaluated. Your application will not be considered if you fail to submit this supplemental statement.

MANDATORY TECHNICAL COMPETENCIES:

1. Demonstrated experience leading development and implementation of enterprise-wide technology strategies, programs and services.

2. Demonstrated experience overseeing the management of a broad range of functional responsibilities including: 

  • Leadership of an IT program and direction to an IT workforce for successful technology development, modernizing legacy systems, application/platform innovation, and cloud implementation. 
  • Software development through effective utilization of agile processes to facilitate rapid delivery.  
  • Successfully leading the modernization of systems and business processes to create an improved user and customer experience.  
  • Assessing new and emerging technologies through development of proofs of concept, pilots, use cases, and developing roadmaps to implement and scale new or emerging technology. 

 3. Demonstrated skill in communicating with senior management officials in government and private sector, information technology professionals, and non-technical representatives to develop support for complex or  controversial programs, exchange information about new technology and developments in the IT industry, and foster the effective and timely use of technological improvements to ensure technology continuously improves   services and products that serve external customers, stakeholders and partners.

4.  Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

INFORMATION REGARDING SES LIMITED-TERM APPOINTMENTS:

  • A Limited-Term SES appointment may not exceed 3 years.
  • Agencies must terminate a limited appointee when the appointment expires or when the executive has served the maximum period of time permitted under law, whichever occurs first.
  • If you are selected as a current federal employee within GSA, you are entitled to fallback rights, where you will return to your former position at the expiration of your limited term appointment.
  • If you are a current federal employee outside of GSA, you may be offered a position of like status, tenure and grade of your former position within GSA-IT at the expiration of your term appointment.
  • If you are not a current federal employee, you are not guranteed employment with GSA at the expiration of your term appointment.
