Duties

Help

Manages projects; designs and executes plans and methodologies; leads other staff assigned to projects; documents results and makes resulting recommendations. Suggests improvements to workflows for a wide variety of content streams and identifies risks and challenges to implementation. Establishes priorities and time-frames in coordination with management and stakeholders. Independently implements approved plans by scheduling and coordinating work, including determining division of work amongst specialists and technicians assigned to a project. Tracks project workflow using software and other tools and schedules activities required to move projects to completion as appropriate. Reports on project status according to the schedules and mechanisms established for the unit.

Develops personal contacts to establish and maintain cooperative work relationships in order to provide or exchange information and professional knowledge related to multiple projects. Consults with supervisors and team leads to resolve problems or issues. Collaborates with supervisor/team leader in planning and implementing workflow procedures, team priorities, goal setting and strategies for meeting production goals for the unit. In support of digitization projects, provides training for staff within the section and service unit. Provides expert assistance to others inside and outside the Library with resolving digitization questions. Creates and makes presentations to various stakeholders or other audiences as needed.

Displays and utilizes extensive expert knowledge of a wide range of techniques and methods relating to digital content management and digital projects. Proposes modifications to existing information practices, precedents, and techniques and adapts previous approaches to solve a variety of information, organization, and access issues related to digitization and digital content. Assesses and recommends new solutions to digitization and digital content management problems within the unit or in other parts of the Library.

Serves as an expert in digitization workflows and independently provides technical service and support with image capture, image editing, and quality reviewing of cultural heritage projects using high-end digital cameras located in controlled environments and on location. Uses principles of photography combined with digital  technology, sets up lighting, captures device target in order to collect data on camera setup, calibrating for tonal and color accuracy, and determining resolution. Selects the proper equipment while taking into consideration user requirements and collection material characteristics for proper handling. Uses specialized book cradles and other props to ensure compliance of material handling requirements provided by the Conservation Division.

At present, the Library of Congress will not enforce an earlier policy to require all employees be vaccinated against COVID-19. However, employees are required to certify their vaccination status, which is used to plan and implement workplace safety protocols, such as those related to mask-wearing, physical distancing, testing, travel, and quarantine. Upon request, new hires may be required to show proof of vaccination to the Health Services Division. Library employees who are not vaccinated may be required to undergo testing for COVID-19 every seven days.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to manage digital imaging projects.**

Ability to research and analyze techniques and methods relating to digital content management and digital projects.**

Ability to create digital images and provide technical service and support.**

Ability to provide consultation or liaison duties.

Ability to communicate effectively in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
