As a Human Resources Specialist GS-0201-7/9/11/12, your typical work assignments may include the following:

  • Conducts and assists managers in conducting job analysis on a wide variety of complex positions.
  • Interprets and evaluates basic HR policies, procedures, regulations, and wide variety of subject-matter related to recruitment and placement.
  • Verifies applicant eligibility, qualifications, and rating for complex technical, professional and scientific positions.
  • Guides managers to develop job analysis and selecting appropriate criteria for evaluating job candidates
  • Performs the full range of recruitment tasks authorized under OPM Delegated Examining Certification, Merit Promotion and Excepted Service.
  • Counsel, advise and furnish assistance in human resource administration as it relates to staffing and placement functions.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-07: Applicant possess one (1) year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service that includes: works on performing job analysis, crediting plans, and occupational questionnaires for a range of frequently filled positions, determines eligibility of applicants, reviews applications and makes basic qualifications determination, counsels, advises and furnishes assistance in human resources administration to staffing and placement functions, resolves routine problems and issues with minimal guidance, and utilizes automated recruitment systems to recruit applicants;
OR
Applicant has Superior Academic Achievement which included one of the following: 1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society -membership in a freshman honor society cannot be used to meet the requirements of this provision. OR
Applicant has at least 1 full year of progressively higher-level graduate level education leading to such a degree in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. OR
Applicant has a combination of progressively higher level related graduate education and appropriate specialized experience that together meet the qualification requirements for this position. (You must submit a copy of your transcripts to support this education, and your resume must support the experience.)

GS-09: Applicant possess one (1) year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service that includes: provide staffing and placement assistance in all stages of the recruitment process including the guidance on merit promotion procedures and guidelines, complete recruitment process, prepare job announcements, development of job analysis and assessment questions for review, verify employment eligibility, qualifications, salary determination and sets pay, and utilizes automated recruitment systems to recruit applicants;
OR
Applicant has a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree in Human Resources Management, Human Resources Development, Organizational Management, Business Management/Administration or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position or LL. B or J.D., if related. (You must submit copies of your official college transcripts.);
OR
Applicant has a combination of successfully completed graduate level education beyond the first year of progressive graduate study, and specialized experience that together meet the qualification requirements for the position. (You must submit a copy of your transcripts to support this education, and your resume must support the experience.)

GS-11: Applicant possess one (1) year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service that includes: provide expert services on recruitment and placement actions, assists supervisor and managers to achieve the most efficient, effective and economical use of human resources recruitment and placement strategies, conducts and finalizes job analyses and crediting plans, initiate vacancy announcements in USA Staffing, determine the appropriate rating and ranking, selective factors, extend job offers, setting pay, initiate the onboarding process, hiring strategies utilized such as Veterans Recruitment act, reinstatement, Schedule A appointments, competitive placement, and other appointment authorities, utilizes automated recruitment systems to recruit applicants and to provide information and instruction to the applicants and advises management on a wide variety of technical issues in human resources;
OR
Applicant has successfully completed 3 full years of progressively higher-level graduate education of Ph.D. or equivalent Doctoral degree or LL.M., if related. (You MUST submit a copy of your transcripts to support this response.);
OR
Applicant has a combination of successfully completed graduate level education beyond the first year of progressive graduate study, and specialized experience that together meets 100% of the qualification requirements for the position. GS-12: Applicant possess one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11level in the Federal service as described in the vacancy announcement. Experience include: provide expert services on recruitment and placement actions; advise supervisors and managers to achieve the most efficient, effective and economical use of human resources recruitment and placement strategies; conduct job analyses and crediting plans; initiate vacancy announcements in USA Staffing; determine the appropriate rating and ranking, selective factors; extend job offers; setting pay; initiate the onboarding process; hiring strategies utilized such as Veterans Recruitment act, reinstatement, Schedule A appointments, competitive placement, and other appointment authorities; utilizes automated human resources systems to recruit applicants, process personnel action, and to provide information and instruction to the public.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.
