This position Serves as Director, Operations Management Division (OMD), leading a team of technical engineers and IT support staff through subordinate supervisors in three primary branches. The branches within the OMD of the Health and Human Services (HHS) Office of Inspector General (OIG), comprise the Network Operations Branch, Cloud Operations Branch, Operations Support Branch, Project Management Branch, and senior advisors to the director. Collectively, these teams develop and maintain the critical IT infrastructure and operations that enable the OIG mission.
The OMD Director provides oversight, management, and guidance for fully integrating and maintaining IT operational systems to provide a seamless IT experience to OIG employees. Incumbent leads projects to support infrastructure changes, build new capabilities and products for customers, and execute program management functions (including strategic planning, budgeting, project execution, etc.). Application of expertise and technical knowledge on IT infrastructure and cybersecurity is required. The incumbent participates with senior executives in developing and implementing major IT policies and services. Operational areas affected by OMD include, but are not limited to monitoring and applying advanced troubleshooting techniques to identify and resolve IT infrastructure and employee IT issues, using data and lean management techniques to improve the performance and quality of IT services provided to OIG employees and customers, and developing innovative IT solutions in support of the OIG mission.
The incumbent is also responsible for customer services and help desk operations for all IT mission and business systems supporting the OIG.
Incumbent may be called upon to represent the agency and top agency officials in communications and meetings that may require the incumbent to have access to sensitive materials. Develops and implements strategic roadmap for providing innovative information technology products and services to support the OIG mission. Ensures effective cybersecurity practices are established to protect OIG data, devices, and networks. Identifies and implements innovative solutions to enhance the mission of OIG and reduce IT operating costs. Delivers IT products and services to OIG employees that provide a high-quality user experience to a workforce of over 1,600 people nationwide. Ensures effective help desk and site support for OIG's 80+ field offices. Develops and tracks key performance indicators to ensure delivery of high quality IT services. Defines the problem, vision, and solution for the business, technology, and cultural changes required to drive technology transformation, and introduce new approaches to ensure business and service improvements are achieved. Leads planning, implementation, and maintenance of public and private cloud infrastructure and platform solutions OIG applications. Provides strong leadership and senior-level advocacy for the delivery of technology that supports HHS OIG's current and future mission needs.
Provides information technology resource acquisition management support and oversight. Coordinates and performs technical assessments and reviews of requirements and acquisition requests and provides guidance to ensure conformance with approved plans, program objectives, and policies and to ensure efficient use of assets. Conducts studies and performs research independently or together with other information technology experts. Provides technical direction and effective critical reviews of completed products.

Applicants must have 1 year of specialized experience equivalent to the GS-14 grade level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of this position. Qualifying specialized experience must demonstrate a mastery of information technology infrastructure and cybersecurity security knowledge and includes:
Experience developing and interpreting policies, procedures, and strategies for planning and delivery of IT services;
Experience applying expert and technical knowledge on IT infrastructure and cybersecurity to provide oversight, management, and guidance for fully integrating and maintaining IT operational systems; and
Experience developing and implementing strategic roadmap for providing innovative information technology products and services.
