Duties

Help

This position is located in the U.S. Environmental Protection Agency, Office of Inspector General, Office of the Chief of Staff, located in Washington, DC. OCOS is responsible for directing, managing, and overseeing all strategic planning, data analytics, mission support and IT activities for OIG.

Responsibilities
The ideal candidate will perform the following duties:

  • Plans and reviews existing and proposed legislation and regulations to identify and report on OIG concerns regarding the Infrastructure Investment and Jobs Act (IIJA);
  • Participate in the planning initiatives of the OIG by articulating the areas of focus and creating the long-term goals that guide the organization to achieve its vision from the IIJA;
  • Developing, reviewing and conducting specialized studies and projects as assigned and administering technical aspects of evaluating EPA’s execution of IIJA activities; 
  • Work in concert with the data analytics directorate to acquire relevant IIJA data in support of analysis and research. Research and interpret legal and regulatory material for use by the supervisor or co-workers; and
  • Gather programmatic data to assist in developing recurring or special reports, preparing executive briefings and similar materials for use by management and higher-grade analysts in carrying out and reporting on program accomplishments.

This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-14: 1) Experience performing interrelations between legislation and an agency’s responsibility in the execution of programs established in legislation as well as the OIG’s responsibility of providing oversight of the same; 2) Evaluating and advising on the managers’ internal controls in the organization, management analysis; recommending changes or improvements; and analyzing new or proposed legislation or regulations to determine impact on program operations and management; 3) Understanding of appropriate management of State and Tribal grant funding, management of funding for the Clean Water Act, other geographical related fund execution at the EPA; and 4)  Creating and presenting decision briefings, point papers for senior managers, executive summaries, detailed analytical reports, and correspondence to wide audiences.
