The Principal Deputy Inspector General (PDIG) serves as the senior career executive and first assistant to the Inspector General with authority to act for the Inspector General in the conduct and supervision of audits and investigations of HHS programs and operations. As delegated by the Inspector General, the PDIG may carry out all authorities vested in the Inspector General, except those that may not lawfully be delegated. In the absence of a presidentially appointed and Senate confirmed Inspector General, the PDIG assumes the role of Senior Official Performing the Duties of the Inspector General and serves as the acting Agency Head, unless otherwise directed by the President of the United States.

The PDIG is responsible for leading and coordinating OIG operations and activities of the following OIG components; Office of Management and Policy; Office of Audit Services; Office of Evaluation and Inspections; and the Office of Investigations. The PDIG works closely with the Inspector General to lead the full range of OIG activities, including assisting the Inspector General in developing and implementing strategic initiatives, directing the OIG's nationwide audit and investigative programs, supervising legal and administrative management programs, and engaging with critical stakeholders to include Department leadership and members of Congress and their staff.

Qualifications

The ideal candidate for this position is a seasoned executive with specialized experience in a leadership and managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communications skills, good judgement, and experience in interacting with government and nongovernment officials. Typically, experience of this nature is gained at or above GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the Technical Qualifications (TQs) and five Executive Core Qualifications (ECQs) listed below.

Technical Qualifications (TQs) -- Mandatory; your résumé (5-page limit) must clearly show that you possess the following TQs (do not submit a separate narrative addressing the TQs):

  1. Demonstrated experience managing audits, evaluations, and investigations for an oversight organization (e.g., a federal Office of Inspector General or similar in the private sector) that resulted in enhanced agency programs and performance.
  2. Comprehensive knowledge and understanding of Federal health care and/or human service issues that fall under the purview of HHS.
Executive Core Qualifications (ECQs)-- Mandatory; your résumé (5 page limit) must clearly show that you possess the following ECQs (do not submit a separate narrative addressing the ECQs):
  1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.   3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility).
  4. Business Acumen: The ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management).
  5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.(Competencies: partnering, political savvy, influencing/negotiating).

Veterans' Preference is not applicable to the Senior Executive Service.

Recruitment Incentives: Travel, transportation, and relocation expenses may be authorized subject to funds availability and the agency's determination that it would be in the best interest of the Government to authorize such payments as allowed by regulation. If relocation expenses are paid, you will be required to sign a one-year service agreement. Failure to fulfill the service agreement may require repayment of relocation expense allowances. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an OPM-approved SES Candidate Development Program, you will not need to submit ECQ narratives.
