Help

The Chief of Staff (COS) serves as Deputy Inspector General (DIG) for the Immediate Office and as such personally advocates for HHS programs and policies. The incumbent reports to the Principal Deputy Inspector General (PDIG) on policies, procedures and critical issues that have major impact on programs and prepares or directs the preparation of briefings to assure awareness of all such matters. Having an intimate knowledge of the Inspector General (IG) and PDIG's policies and priorities, the incumbent represents the IO to agency executives and senior level OIG staff and to high level officials of other Federal and State agencies, professional associations, and private sector organizations.

  • Plans, coordinates and oversees the execution of special management projects on behalf of the IG or PDIG to achieve policy and overall program objectives. Defines the scope of the project; identifying issues to be resolved; determining and analyzing relevant facts; and making appropriate recommendations to the PDIG/IG.
  • Provides advice and expert assistance to the PDIG/IG in establishing a performance plan for OIG to strengthen its force in aggressively combating waste, fraud and abuse and assists the PDIG/IG in the formulation and determination of policy for issues affecting OIG.
  • Prepares options based on the specific or general direction of the PDIG/IG or perceived needs if the incumbent identifies a problem area to be addressed; secures support for the issues as necessary; and assists in the implementation of the chosen approach.
  • Initiates and/or participates in meetings with OIG and Department officials, members of Congress, the Office of Management and Budget (OMB) high ranking officials of other Federal, State and local agencies.
  • Executes liaison operations for critical agency-wide programs, with national professional associations and private sector organizations.
  • Establishes and maintains relationships with the senior staff of the Department and other Federal, State and local officials; keeps abreast of current economic, political, social and technical issues of concern and interest to the OIG relative to its mission to identify, prevent and eliminate waste, fraud and abuse.
  • Leads discussions, meetings, conferences and negotiations and develops courses of action to resolve actual or potential problems.
  • Serves as key communications expert with industry and other private entities.
  • Supervises and evaluates senior-level employees and other professionals assigned to IO who work with the components in order to meet policy and program objectives.
  • Directs, monitors and reports on major projects and initiatives assigned by the PDIG and/or IG,
  • Assures completed staff work for the PDIG in all policy and projects by developing the assignments, establishing priorities, timetables and standards and guides and reviewing completed assignments.
  • Develops or reviews sensitive, controversial or significant communications prepared to represent the position of the organizations' highest executives.
  • Develops or reviews policies and procedures to improve program efficiency, effectiveness, endures sound adherence to federal, state and local laws and regulations and monitor budget expenditures for the program assigned.
  • Provides executive advisory services relative to program and managerial issues and directs the preparation of complex reports and reviews those prepared for IG signature.

Qualifications

To be qualified for this position, your resume must reflect specialized experience in a leadership and managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communications skills, good judgement, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your resume significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

As a basic requirement for entry into the Senior Executive Service (SES), your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the Technical Qualifications (TQs) and five Executive Core Qualifications (ECQs) listed below.

Technical Qualifications (TQs) -- Mandatory; Your resume (not to exceed 5 pages) must clearly show that you possess the following TQs (do not submit a separate narrative addressing the TQs):

Knowledge and extensive experience at providing independent analysis, including evaluations or programs, policies, projects, and organizational capabilities in relation to the mission and vision at the enterprise level within a government agency with responsibilities for conducting financial, program, compliance, and economy and efficiency audits, evaluations and investigations.
  2. Demonstrated ability to manage policy development activities and oversee strategic and tactical planning activities.
  3. Demonstrated ability to work across organizational lines to improve program management and organizational performance by organizing, aligning, assessing, remediating and monitoring corporate and program risk, and ensuring program integrity.
Executive Core Qualifications (ECQs) -- Mandatory; Your resume (5-page limit) must clearly show that you possess the following ECQs (do not submit a separate narrative addressing the ECQs):

Recruitment Incentives: Travel, transportation, and relocation expenses may be authorized subject to funds availability and the agency's determination that it would be in the best interest of the Government to authorize such payments as allowed by regulation. If relocation expenses are paid, you will be required to sign a one-year service agreement. Failure to fulfill the service agreement may require repayment of relocation expense allowances. A relocation incentive is not authorized. Repayment of student loans may be offered.

All initial appointments to an SES position are contingent on approval from OPM's Qualification Review Board (QRB). If selected, you will be required to complete an ECQ package by preparing narratives for each of the ECQs for submission and certification by an OPM QRB in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES or have successfully completed an OPM-approved SES Candidate Development Program (CDP), you will not need to submit ECQ narratives.
