Summary

As Contracting Officer's Representative for Custodial and Grounds Management, with the Maintenance and Operations Branch in the Center Operations Directorate you will be responsible for policies, procedures, resources for the custodial and grounds contracts. You will support the Contracting Officer in ensuring successful contractor performance. You will be the primary customer service liaison with Facility Coordinators across the center for performance of the contracts.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serves as the Primary Contracting Officer's Representative for the Center's Custodial Contract and the Center's Grounds Keeping and Pest Control Support Services Contract.
  • Provides Technical Point of Contact (TPOC) support to a variety of related tasks. Duties include development of a statement of work suitable to allow the contractor to develop a proposal to the Government for review.
  • Develops and justifies the detailed Government estimate after the Statement of Work is finalized and evaluates the contractor?s proposal. Tracks the task until complete and intercedes when the agreed upon cost, schedule and quality are at risk.
  • Plans, organizes, and conducts studies or surveys of support services functions. Analyzes operations, requirements, systems, etc. Devises techniques to evaluate findings.
  • Makes recommendations for the modification, consolidation, standardization, or obsolescence of processes.
  • Measures and reports findings to senior management. Provides recommendations to improve the programs.
  • Acts as organization expert in formulating policies and guidelines for support services budgets, programs, plans, procedures, and methods.
  • Develops documents that typically address procedures and policies pertinent to the service areas of responsibility, statistical and budget analyses; contract specifications, etc.
  • Identifies relevant issues based on operations and changing program requirements. Collects relevant information from varied sources that may be difficult to access.
  • Carries out a variety of special assignments requiring extensive coordination with other departments, external agencies, and the private sector (e.g., Requirements Development Teams (RDTs) for relevant grounds and custodial services).

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level in the Federal service

  • Serving as a Contracting Officer's Representative or Alternate Contracting Officer's Representative for a service contract (i.e., Custodial, Grounds Maintenance, or other service);
  • Reviewing Statements of Work and Government Cost Estimates for facilities or service contract work; and
  • Presenting performance or technical information to superiors and peers.
To qualify for GS-13,you must have one year of directly related specialized experience equivalent to the GS-12 level in the Federal service
  • Serving as a Contracting Officer's Representative for a complex Custodial or Grounds Maintenance Contract;
  • Developing Statements of Work to allow contractors to develop a proposal to the Government for review;
  • Developing and justifying detailed Government estimates after the Statement of Work is finalized and evaluating contractor proposals for best value to the Government; and
  • Acting as an organization's expert in formulating policies and guidelines for support services budgets, programs, plans, procedures, and methods.
