Duties

Help
  • Provides leadership and technical guidance to the field offices for one or more minerals program areas.
  • Monitors and performs program audits to insure internal consistency and compliance with Bureau regulations, State Office policies, and procedures by the field offices.
  • Provides technical oversight of and assistance to Field Office staff who are developing, implementing, and updating the geology and minerals portion of the district and field office planning system.
  • Reviews, recommends, and prepares responses to the Washington Office on national policy matters. Incumbent develops statewide and State Office minerals management policy for one or more minerals program areas.
  • Assists in identifying specific training needs, developing training courses, and participating as an instructor in those State training courses concerning minerals management.
  • Establishes and maintains cooperative relationships with other BLM offices, user groups, and State and Federal agencies concerned with the BLM?s minerals management program.
  • Conducts informal and formal coordination and consultations necessary to effectively carry out their specific minerals program responsibilities
  • Represents the State Director at meetings of business, professional, governmental, educational, and scientific and various user and interest groups associated with their area of responsibility.
  • Assists in identifying specific training needs, developing training courses, and participating as an instructor in those State training courses concerning minerals management.
  • Participates in State Director level review of appeals as a technical expert and prepares field office decisions, findings, and recommendations for the State Director?s consideration and/or signature.

In addition to the individual occupation requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: In-depth professional knowledge of the principles, theories, practices and science of geology and minerals management sufficient to accomplish designated complex minerals management assignments. In-depth professional knowledge and skill sufficient to modify and adapt standard techniques and processes where there is no existing precedent. Experience developing strategies to overcome significant minerals resource problems. Knowledge of mineral markets and methodologies for determining economic feasibility of the development of specific mineral deposits. Experience interpreting and applying a wide variety of complex laws, regulations, executive orders and policies applicable to oversee mineral programs. Knowledge of the 1872 Mining Law, the 1920 Mineral Leasing Act, the Surface Mining Control and Reclamation Act and other specific mineral laws along with their implementing regulations and court interpretations. Knowledge of and demonstrated ability to prepare professional mineral reports and other associated technical reports and documents.

Education may not be substituted for specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work primarily takes place in an office setting. There may be some walking, standing, or bending. Occasional travel may be required by walking or driving through rough terrain and performing duties that require bending, crouching, stooping, reaching, or lifting. Work may include lifting moderately heavy items such as equipment or samples.

Education

This position has an individual occupation requirement for each series. In order to be considered you must meet the below criteria for the series you are applying for.

Applicants applying for the 0880 series must meet one of the below requirements

  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
or
  1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
    2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A
    4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
* ABET accredits specific engineering programs; it does not accredit institutions. Thus, an accredited college may have (1) ABET-accredited engineering programs; and/or (2) engineering programs that are not ABET-accredited. Please visit ABET's website (www.abet.org) for more information on engineering programs that have received accreditation. Some engineering programs are acceptable as meeting the basic requirements even though such programs are not specifically accredited by ABET. As a general rule, any professional engineering program in an engineering school that has one or more of its programs accredited by ABET's Engineering Accreditation Commission may be accepted.
Applicants applying for the 1350 series must meet one of the below requirements:
  1. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

  1. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
