Help

Assists the Director of Congressional Affairs in developing and facilitating OIG's strategic and policy planning related to congressional matters.

Advises the Director of Congressional Affairs regarding the ramifications of matters pending before Congress and the Department, including the need for, and development of, OIG strategies to address any such specific issues that may arise.

Serves as the Program Analyst and focal point for all matters, which may or have become the subject of congressional interest, inquiry, or investigation. Develops strategies for improving and maintaining strong relationships with Congress. Monitors and advises senior officials and staff on actions initiated by congressional committees, individual Members of Congress, and their staffs that are of direct and indirect concern to OIG. Keeps the Director of Congressional Affairs abreast on matters of such significance that warrant personal attention.

Develops, updates, and implements for the Director of Congressional Affairs, a Congressional Action Plan that effectively supports OIG's priorities and goals. Continuously analyzes the programs, plans, and current problems to determine specific areas where congressional inquiry or investigation will have favorable or unfavorable impact. Determines factual data required, issues involved, and extent of action necessary to establish coordinated positions on congressional matters affecting OIG's plans and programs. Works directly with components in pointing out factors of significance and presenting recommendations. Directs, coordinates, and expedites fact gathering. Reviews data in light of regulatory provisions to determine propriety and consistency of OIG action and/or need for correction. Furnishes guidance on the procedures and assistance to be rendered to committee members, individual Members of Congress, and their staffs to ensure properly handling of inquiries and dissemination of adequate information. Serves as the clearing point for all information to be passed to senior officials in OIG or directly to Congress on matters involving congressional interest.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience analyzing legislation to determine potential impact on work;
  • Experience developing and applying new approaches to complex congressional problems;
  • Experience writing, editing, preparing and reviewing position papers; and
  • Experience briefing management officials on work performed and findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
