Summary

This position is in the Executive Services Branch (ESB), Division of Human Resource Management (HRM), Office of Information and Resource Management (OIRM) in the National Science Foundation (NSF). Duties

Help

The incumbent serves as an operational HR Specialist in the Executive Services Branch (ESB), reporting to the Branch Chief, handling the full range of Executive Services work. Duties include:

RECRUITMENT AND PLACEMENT:

Reviews and advises managers and supervisors on executive resources staffing requirements, personnel actions for executives, resources, and problems in assigned offices. Advises management on recruitment strategies, sources, and recruitment programs.

Executes recruitment and placement, and related programs for assigned organizations.

Researches the qualifications and skills needed and conducts job analyses with subject matter experts to distinguish truly well qualified applicant and those with the ability to learn the job in reasonable periods of time.

Explains regulations, procedures, and determinations to inquiring employees, candidates, and supervisors under the guidance of a higher graded specialist.

Prepares or completes necessary documents and case files on personnel actions.

CLASSIFICATION AND POSITION MANAGEMENT:

Serves as an advisor to staff concerning position classification and position management issues
for Senior Executive Service (SES) positions. Reviews and classifies SES positions in a
wide range of occupations.

Works with management to ensure that position descriptions accurately document duties and support desired pay plan and schedules.

Evaluates position management in assigned organizations and provides assistance
to supervisors and operating officials on ways to improve structure, work distribution, and the
use of employee skills. Makes recommendations for reorganization, expansion, consolidation of
functions, establishment of various SES positions.

PERFORMANCE MANAGEMENT AND SPECIAL PROJECTS:

Performs management oversight to ensure proper uploading and rating cycle compliance.
Provides management advisory services in coaching, counseling, recognizing top performers.
Advises organizations on the how to effectively use employee appraisal program. Advises
management regarding mandatory requirements such as employee performance plan issuance,
mid-year reviews, and final performance reviews.

Provides support for the Executive Resources Board, including preparing presentations and
meeting agendas. Reviews supervisory assessments of SES probationers under the guidance of a
higher graded specialist.

Learns the fundamentals of the Executive Core Qualifications and the selection process under the
guidance of a higher graded specialist to support the ECQ development process.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-07 level, you must have one of the following:

One year of specialized experience at least equivalent to the GS-5 level in Federal service. Examples of specialized experience include: assisting higher graded HR Specialists in staffing, recruitment, position classification/management components; applying basic staffing and pay administration policies, principles; participating in outreach events for a federal agency; or managing an Intern hiring process. OR

Bachelor's degree with Superior Academic Achievement (as evidenced by class standing in the upper third of the graduating class; 3.0 grade point average on a 4.0 scale for all academic work; grade point average of 3.5 on a 4.0 scale in the major field of study; or election to membership in a national honor scholastic society). OR

One full year of graduate level education. OR

A combination of graduate education and experience that together meet the qualification requirements for this position.

To qualify at the GS-09 level, you must have one of the following:

One year of specialized experience at least equivalent to the GS-7 level in Federal service. Examples of specialized experience include: assisting higher graded HR Specialists in staffing, recruitment, position classification/management components; applying basic staffing and pay administration policies and principles, and assisting an organization in resolving routine issues by offering solutions and alternatives. OR

Two full years of progressively higher-level graduate education or Master's or equivalent degree (such as an LL.B. or J.D.) that has equipped you to perform the duties of this position. OR

A combination of graduate level education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have one of the following:

One year of specialized experience at least equivalent to the GS-9 level in the Federal service. Examples of such experience may include staffing and placement activities for executives; compensation and pay analysis for executives; SES performance management; providing advice on organizational structures to meet management needs; and providing advice and assistance in executive and excepted service recruitment and placement, compensation management and position classification. OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related. OR

A combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position.
